Resolution authorizing the Commissioner of Public Works to execute a Revised Project Agreement between the City of Milwaukee and the Wisconsin Department of Transportation associated with the South Layton Boulevard intersection with West National Avenue project in the City of Milwaukee under the Hazard Elimination Safety Program and to fund the construction at a total estimated cost of $232,000, with an estimated grantor share of $208,800 and an estimated City share of $23,200.
Analysis
This resolution authorizes the Commissioner of Public Works to execute a Revised Project Agreement with the WISDOT associated with the South Layton Boulevard Intersection with West National Avenue project. This resolution also authorizes the City Comptroller to establish and transfer funds for the appropriate construction account for this project at a total estimated cost of $232,000, with an estimated grantor share of $208,800 and an estimated City share of $23,200. The estimated total cost of the project is $308,000 of which the grantor’s share is estimated to be $277,200 and the City’s share is estimated to be $30,800.

Whereas, The Common Council of the City of Milwaukee adopted Resolution File Number 051255 authorizing and directing the Commissioner of Public Works to execute an agreement with the Wisconsin Department of Transportation (WISDOT) for safety improvements at the intersection of South Layton Boulevard and West National Avenue with 90% Federal and/or State aid funds under the Hazard Elimination Safety (HES) Program; and
Whereas, The signal improvement phase of the project has been undertaken and is complete; and
Whereas, The remaining safety improvements associated with the median reconfigurations in the intersection are scheduled to take place in the summer of 2007; and
Whereas, We received requests from the WISDOT to include additional work in the intersection; and
Whereas, Costs for this additional work were not included in the original agreement with the WISDOT; and
Whereas, The WISDOT has submitted a Revised Project Agreement that includes additional monies for the preliminary engineering and construction associated with the necessary median reconfigurations for City execution; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the Revised Project Agreement updating and revising the engineering and construction costs associated with the South Layton Boulevard Intersection with West National Avenue project, a copy of which is attached to Common Council Number 070301 and incorporated in this resolution as though set forth therein in full; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Projects Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for construction for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amount for the grantor’s share and local share or $5,000, whichever is greater, as follows:
