Resolution authorizing the proper City officers to execute an Out-of-Program Agreement between Columbia St. Mary's Hospital and the City of Milwaukee for construction of relocated water main in North Lake Drive north of East North Avenue to allow the hospital to proceed with the initial phase of its redevelopment plans. Analysis

This resolution approves an Out-of-Program Agreement between the City and Columbia St. Mary's Hospital.  The hospital plans to redevelop its campus located generally north of East North Avenue between North Prospect and North Terrace Avenues.  The first phase of the project involves the reconfiguration of the hospital's main entrance area and the relocation or realignment of certain hospital and City utilities including a City water main in North Lake Drive.  The Out-of-Program Agreement outlines how the City water main relocation will be accomplished.  In sum, the City will design the relocation and will inspect the work while it is taking place.  The hospital will undertake actual construction with its own contractor.  All of the City's work as well as the hospital's construction activities will be funded by the hospital.

Body

Whereas, Columbia and St. Mary's Hospitals are consolidating their facilities onto the existing site of St. Mary's Hospital; and

 

Whereas, To accomplish the consolidation, the St. Mary's site will be significantly redeveloped in phases over a period of several years; and

 

Whereas, The first phase of the project involves reconfiguration of the hospital's main entrance area and the relocation or realignment of certain hospital and City utilities including realignment of a City water main in North Lake Drive; and

 

Whereas, An Out-of-Program Agreement between the hospital and the City of Milwaukee addressing realignment of the City water main has been prepared and is attached to this file; and

 

Whereas, Under the terms of the agreement, the proposed water main realignment would be designed and installed at no cost to the City of Milwaukee; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Out-of-Program Agreement attached to this file is hereby approved and the proper City officers are hereby authorized to execute said agreement on behalf of the City of Milwaukee; and, be it

 

 

Further Resolved, That the Commissioner of Public Works is authorized to accept funds from the developer as outlined in the Out-of-Program Agreement for the purpose of preparing design engineering plans for the water main realignment and for the purpose of inspecting construction activities as they occur; and, be it

 

Further Resolved, That the Commissioner is authorized to make minor, non-substantive changes to the Out-of-Program Agreement prior to its execution.
