Title
Substitute resolution authorizing and directing the Commissioner of Public Works to execute two project agreements with the Wisconsin Department of Transportation for the programming and construction of traffic signal improvements at various locations in the City of Milwaukee under the Hazard Elimination Safety Program.
Analysis
This resolution authorizes and directs the Commissioner of Public Works to execute two project agreements with Wisconsin Department of Transportation for the programming and construction of traffic signal/roadway improvements using Hazard Elimination Safety program funds.  The agreements provide 90 percent federal/10 percent local cost sharing of the preliminary engineering and construction costs.  The resolution also directs the City Comptroller to create the necessary accounts to fund the City of Milwaukee's share of preliminary engineering for these projects.
Body
Whereas, Preliminary approval has been requested and received from the Wisconsin Department of Transportation (WISDOT), along with the Project Agreements to be executed by the City of Milwaukee, for the programming and construction of two Hazard Elimination Safety (HES) projects; and
 
Whereas, Forty locations with a high frequency of crashes involving disregard of signals were identified through the City's ongoing Accident Identification and Surveillance Program, and are being included in this project; and
 
Whereas, The proposed improvements will increase safety at signalized intersections by installing LED signal heads to increase signal visibility, and by adding "red light hold" equipment which alters signal operation upon detection of a potential red light runner in order to prevent cross traffic from entering the intersection; and
 
Whereas, The WISDOT has submitted project agreements for execution by the City of Milwaukee for the design and construction of:

; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to execute the agreements for the programming and the design/construction of aforementioned project with HES funds, copies of which are attached to and incorporated in this resolution by reference as though set forth in full; and, be it
 
Further Resolved, That the proper City of Milwaukee official is hereby authorized and directed to undertake preliminary engineering or to engage a consultant to complete preliminary engineering for the above-mentioned projects and to reimburse the WISDOT for preliminary engineering costs they incur for the improvements; and, be it
 
Further Resolved, That the Commissioner of Public Works is hereby authorized to complete installation of all necessary traffic signal equipment; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid projects, the necessary Project/Grant Chartfield Values for preliminary engineering for the project (expenditure) and transfer to any of these accounts the amount required under this grant agreement and City Accounting policy but not to exceed a 10 percent increase of the total amounts reserved for the grantors share or $5,000, whichever is greater, as follows:
