Title
A substitute ordinance to further amend the 2025 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Department of Employee Relations, Fire Department, Health Department (Office of the Commissioner and Health Administration; Policy, Innovation and Engagement Division), Department of Neighborhood Services (Development Center Division), Police Department, Department of Public Works - Operations Division (Administration Section, Fleet Services Section, Sanitation Section), Department of Public Works - Water Works

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 240765 relative to offices and positions in the City Service is hereby amended as follows:
Under Health Department, Policy, Innovation and Engagement Division, amend footnote (PHG) to read as follows:
(PHG) To expire 9/30/2026 unless the Preventive Health grant is extended
Under Police Department, amend footnote (S) to read as follows:
(S) State Beat Patrol Grant: To expire 12/31/2026 unless the State Beat Patrol Program Grant available from the Wisconsin Department of Justice is extended.
Part 2. Part 1, Section 1 of ordinance File Number 240765 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2024 - December 24, 2023):
Under Department of Public Works - Water Works, Distribution Organization, Field Operations, add footnote designation (A) to one position of “Program Assistant III” and add new footnote (A) to read as follows:
(A) Position is designated as bilingual.
Part 3. Part 1, Section 1 of ordinance File Number 240765 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 26, 2025 - December 7, 2025):
Under the Department of Employee Relations, Employee Benefits Division, delete one position of “Business Operations Specialist” and add one position of “Business Operations Specialist-Senior”.
Under Fire Department, EMS/Training/Education Bureau Decision Unit, Health and Safety Division, delete one position of “Athletic Trainer” and add one position of “Performance and Training Physical Therapist”.
Under Health Department, Office of the Commissioner and Health Administration, Human Resources, delete one position of “Human Resources Analyst” and add one position of “Human Resources Supervisor”.
Under Department of Neighborhood Services, Development Center Division, add one position of “Business Liaison-Development Center”.
Under Police Department, Printing & Stores Section, delete one position of “Inventory Control Assistant 3” and add one position of “Inventory Supply Specialist”.
Under Department of Public Works - Operations Division, Administration Section, General Office, delete one position of “Human Resources Assistant” and add one position of “Human Resources Representative”.
Under Fleet Services Section, Fleet Administration, delete one position of “Fleet Acquisition Manager (X)(Y)” and add one position of “Fleet Acquisition and Disposal Manager (X)(Y)”.
Under Sanitation Section, Field Operations, delete fourteen positions of “Yard Attendant” and add fourteen positions of “Sanitation Yard Attendant”.
Under Drop Off Center Operations, delete eight positions of “Yard Attendant” and add eight positions of “Drop Off Center Attendant”.
Under Department of Public Works - Water Works, Business Organization, Commercial Services, delete one position of “Water Billing Specialist” and add one position of “Water Collections Specialist”.
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2024 (December 24, 2023).
Part 6. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 26, 2025 (December 7, 2025).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 7. This ordinance will take effect and be in force from and after its passage and publication.
