Title

Resolution directing the Intergovernmental Relations Division - Department of Administration to seek introduction and passage of state legislation requiring colleges and universities to suspend students convicted of certain criminal offenses.

Analysis

This resolution directs the Intergovernmental Relations Division - Department of Administration to seek introduction and passage of state legislation which would require state-supported institutions of higher education to suspend students from, and prohibit the enrollment of persons in, the institutions for a period of 12 months following convictions for criminal offenses, which include engaging in the sale of alcohol beverages without having obtained the required licenses, inciting and engaging in riots, and arming rioters.

Body

Whereas, The Milwaukee code of ordinances, consistent with ch. 125, Wis.Stats., prohibits the sale of alcohol beverages without having obtained the required licenses, and the consumption of alcohol beverages by underage persons, with certain narrow exceptions; and

 

Whereas, The sale of alcohol beverages by persons who have not obtained the required licenses often occurs in residential areas located near colleges and universities, and facilitates the consumption of alcohol beverages by underage persons; and

 

Whereas, Cities have a profound interest in controlling this sort of activity, since the unlicensed sale and underage consumption of alcohol beverages have contributed to such acts as littering, excessive noise, vandalism and rioting; and

 

Whereas, Many residents living in the residential areas located near colleges and universities have identified these public nuisance and riotous acts as highly disruptive to their neighborhoods; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the

Intergovernmental Relations Division - Department of Administration is directed to seek introduction and passage of state legislation which would require state-supported institutions of higher education to suspend students from, and prohibit the enrollment of persons in, the institutions for a period of 12 months following the convictions for criminal offenses, which include inciting and engaging in riots, arming rioters and engaging in the sale of alcohol beverages without having obtained the required licenses.
