Title
Substitute resolution authorizing an expenditure from the Street Lighting Capital Improvement Program for lighting the Granville Station ring roads, in the 9th Aldermanic District.
Analysis
This substitute resolution directs the Commissioner of Public Works to install and maintain temporary roadway lighting facilities on a portion of the existing private ring road and access drive system serving the Granville Station development. This work will provide roadway lighting facilities over a portion of the ring road and driveway access system currently open to traffic and where a public access easement is being created. Lighting consistent with lighting standards and operating conditions on other public roadways in the City will be provided. Additionally, traffic control devices on this roadway will be brought up to current standards as required under Wisconsin State Statutes.
Body
Whereas, Common Council File Number 140638 authorizes execution of a Public Access Easement for public use of the private ring road and access drives to the Granville Station Development generally located north of West Brown Deer Road and East of North 76th Street; and
Whereas, It is desirable to light the Granville Station ring road and access drive system currently open to traffic, and consistent with City Street Lighting standards, practices and hours of operation, to support public access and safety on a 24 hour basis; and
Whereas; Temporary lighting can be provided by the City to maintain adequate lighting on portions of the Granville Station ring road currently open to traffic, including the private roadways designated as West Menard Road, North Granville Station Road, North 84th Street and North Northridge Mall Road, and on the private access roads to the ring road designated as West Northridge Court, West Beatrice Court, North 80th Street, North 82nd Street, West Allyn Street, West Inland Street and West Fairy Chasm Drive; and
Whereas; The upgrade of traffic control devices are needed on these facilities to meet minimum design standards as required by Wisconsin State Statutes; and
Whereas; The total estimated cost of temporary street lighting and traffic control improvements for these roadways is $170,000, account number ST240140500; and
Whereas; Funds are available in the Department of Public Works Street Lighting Capital Improvement Program account number ST240140000 for these improvements; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is directed to install temporary street lighting facilities and traffic control devices on portions of the Granville Station ring roads and access drives currently open to traffic, and to fund these improvements under the 2014 Street Lighting Capital Improvement Program.
