Title
Substitute resolution relating to the re-contracting of Office of Community Wellness and Safety American Rescue Plan Act funds for continuing successful violence prevention programs.
Analysis
This resolution permits re-contracting American Rescue Plan Act funds within a prior allocation of funding to the Office of Community Wellness and Safety for continuing successful violence prevention programs.
Body
Whereas, The City of Milwaukee has received $394,226,649 in American Rescue Plan Act State and Local Fiscal Recovery Funds (“ARPA SLFRF”) from the U.S. Department of the Treasury; and
Whereas, The City has previously allocated and appropriated the ARPA SLFRF funds to various programs throughout the City including $3,000,000 via Common Council Resolution No. 210894 to the Office of Violence Prevention’s (“OCWS”) 414Life program administered by the Medical College of Wisconsin; and
Whereas, the Medical College of Wisconsin does not require the full contacted amount due to actualized staffing levels within the program; and
Whereas, The City wishes to decrease OCWS’s 414Life contract and re-contract that amount to the United Neighborhood Centers of Milwaukee and the Department of Administration to continue the successful violence prevention program previously funded by the State of Wisconsin’s ARPA-SLFRF subaward in the years 2025 and 2026; and
Whereas, such re-contracting does not require a reallocation of funding among ARPA programs; and
Whereas, Department of Administration is requesting to fund the organizations listed on Attachment A to implement violence prevention programming; and; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration (DOA) is hereby authorized to allocate funding awards for the organizations in Attachment A;
Further Resolved, By the Common Council of the City of Milwaukee, that OCWS may decrease its 414Life contract with the Medical College of Wisconsin and re-contract that amount to the United Neighborhood Centers of Milwaukee and the Department of Administration for program years 2025 and 2026; and, be it
Further Resolved, That the appropriate City departments are authorized to expend the funds as described above, and to enter into, cancel, or amend any contracts as may be necessary to implement the intent of this resolution; and, be it
Further Resolved, That the appropriate City departments, the City Comptroller, and the Department of Administration may take such further action, including minor, nonmaterial adjustments to budgets and grant accounts, as necessary to implement the intent of this resolution.
