This resolution authorizes and directs the Commissioner of Public works to execute a Project Agreement with the Wisconsin Department of Transportation for the programming and construction of a Parking Management System in the Central Business District serving parking facilities near the Summerfest shuttle bus route. The project will be funded primarily with federal funds from the Congestion Mitigation and Air Quality program.
 
 
BODY:
Whereas, The City of Milwaukee has actively promoted parking management within the Central Business District (CBD); and
 
Whereas, Summerfest and other ethnic festivals create great parking demand in the CBD which presents an opportunity to employ a Parking Management System; and
 
Whereas, The City of Milwaukee applied for Congestion Mitigation and Air Quality (CMAQ) funds to design and implement a Parking Management System serving parking facilities near the Summerfest shuttle bus route; and
 
Whereas, The Wisconsin Department of Transportation (WISDOT) has approved this application and submitted a Project Agreement to be executed by the City of Milwaukee for the programming and construction of the project with federal aid under the CMAQ program; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works (CPW) is hereby authorized and directed to execute the Project Agreement for the programming and construction of a Parking Management System in the CBD serving parking facilities near the Summerfest shuttle bus route, a copy of which is attached to Common Council Resolution File Number 000016, and is incorporated in this resolution by reference as though set forth in full; and, be it
 
Further Resolved, That the CPW is hereby authorized and directed to undertake or engage a consultant to undertake preliminary engineering for the above-mentioned project and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for preliminary engineering for the project (Expenditure), and transfer to these accounts the amount required under the grant agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
