Title

Substitute resolution authorizing execution of an agreement with the Wisconsin Department of Transportation for a change in the Connecting Highway designation on West Highland Avenue, West Wells Street, West State Street, and North 17th Street.

Analysis

This resolution authorizes the execution of an agreement with the Wisconsin Department of Transportation for the relocation of U.S. Highway 18 on the Connecting Highway System, including Traffic Signal Operation and Maintenance, from West Wells Street, West State Street, and North 17th Street to West Highland Boulevard between North 6th Street and North 17th Street.

Body

Whereas, Section 86.32(1), Wisconsin Statutes enables the State to designate certain marked routes of the state highway system over the streets or highways in any municipality for which the municipality will be responsible for maintenance and traffic control; and

 

Whereas, The character of travel service provided by this route, uniformity of maintenance, the effect on the maintaining agency and the municipality’s maintenance capability consideration predicate this designation; and

 

Whereas, Reimbursement for maintenance of the connecting highway shall be determined using the rates per lane mile provided for under Section 86.32, Wisconsin Statutes; and

 

Whereas, The conversion to two-way traffic on West State Street and West Wells Street from North 6th Street to North 17th Street has led to a change in traffic flow which is unacceptable to the Wisconsin Department of Transportation (WISDOT) on a Connecting Highway; and

 

Whereas, The designation of USH 18 will be relocated to West Highland Boulevard from North 6th Street to North 17th Street to provide a more direct route and an acceptable level of traffic flow for a Connecting Highway; and

 

Whereas, The relocation of the designation of USH 18 to West Highland Boulevard from North 6th Street to North 17th Street, will result in the removal of West State Street and West Wells Street from North 6th Street to North 17th Street, and North 17th Street from West Highland Boulevard to West Wells Street from the Connecting Highway System; and

 

Whereas, The relocation of the designation of USH 18 will add traffic control signals on West Highland Boulevard at North 6th Street, North 8th Street, North 10th Street, North 11th Street, and North 12th Street to the Connecting Highway System; and

 

Whereas, The relocation of the designation of USH 18 will delete traffic control signals on West State Street at North James Lovell Street, North 9th Street, North 10th Street, North 11th Street, North 12th Street, and North 17th Street/North Renee Street, from the Connecting Highway System; and

 

Whereas, The relocation of the designation of USH 18 will delete traffic control signals on West Wells Street at North James Lovell Street, North 8th Street, North 9th Street, North 10th Street, North 11th Street, North 12th Street, North 13th Street, North 16th Street, and North 17th Street from the Connecting Highway System; and

 

Whereas, The reduction in Connecting Highway lane miles caused by the relocation of the designation of USH 18 will result in an annual decrease in state funding of $11,929; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and Comptroller are authorized to enter into an agreement with the Wisconsin Department of Transportation for the relocation of the designation of USH 18 on the Connecting Highway System to West Highland Boulevard from North 6th Street to North 17th Street; and, be it

 

Further Resolved, That the Commissioner of Public Works and Comptroller are authorized to enter into agreements with the Wisconsin Department of Transportation for the maintenance and operation of traffic control signals on the Connecting Highway System on West Highland Boulevard at North 6th Street, North 8th Street, North 10th Street, North 11th Street, and North 12th Street.
