Analysis
This resolution authorizes the Commissioner of Public Works and the Comptroller to execute the State Municipal Agreement for construction alterations on Milwaukee Water Works, City Underground Conduit, City of Milwaukee-Sanitary Sewer, and City of Milwaukee-Cable facilities in conjunction with the Zoo Interchange's South 76th Street Bridge over I-94 contract. Total estimated cost of $38,260,385, with an estimated grantor share of $38,124,385 and an estimated City share of $136,000.
Body
Whereas, The Wisconsin Department of Transportation has scheduled the rehabilitation of the Zoo Interchange in the City of Milwaukee; and
Whereas, The Wisconsin Department of Transportation has scheduled the Zoo Interchange's South 76th Street Bridge over I-94 contract to be constructed from the fall of 2013 through the fall of 2014, in advance of the Zoo Interchange mainline reconstruction; and
Whereas, The South 76th Street Bridge over I-94 contract will include removal and replacement of the South 76th Street Bridge over I-94 and its appurtenant walls, reconstruction of West O'Connor Street from South 73rd Street to South 79th Street, reconstruction of West Kearney Street from South 73rd Street to South 84th Street and rehabilitation work on South 84th Street from West Adler Street to a point approximately 400 feet north of I-94; and
Whereas, Alterations to Milwaukee Water Works, City Underground Conduit, City of Milwaukee-Sanitary Sewer, and City of Milwaukee-Cable facilities are necessitated by the Zoo Interchange's South 76th Street Bridge over I-94 contract; and
Whereas, Wisconsin Statue 84.295(4m) indicates that the Wisconsin Department of Transportation will pay 90% of the cost of alteration, rehabilitation, and relocation of Municipal utilities with the responsible jurisdiction liable for the remaining 10% of the cost; and
Whereas, In order for the City to be reimbursed for the 90% share of the utility alteration construction cost on the Zoo Interchange's South 76th Street Bridge over I-94 contract, the Wisconsin Department of Transportation requires a State Municipal Agreement, in accord with Wisconsin Department of Transportation relocation assistance policy; and
Whereas, The Wisconsin Department of Transportation has provided the City with the necessary State Municipal Agreement to facilitate reimbursement of the City utility alteration construction costs associated with the Zoo Interchange's South 76th Street Bridge over I-94 contract; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the State Municipal Agreement for construction alterations on Milwaukee Water Works, City Underground Conduit, City of Milwaukee-Sanitary Sewer, and City of Milwaukee-Cable facilities in conjunction with the Zoo Interchange's South 76th Street Bridge over I-94 contract, attached to this resolution by reference as though set forth in full; and, be it
Further Resolved, That the funding to cover the 10% City cost of the Zoo Interchange's South 76th Street Bridge over I-94 contract utility alterations for the Milwaukee Water Works, City Underground Conduit, City of Milwaukee-Sanitary Sewer, and City of Milwaukee-Cable estimated to be $93,000, $34,500, $5,000, and $3,500 respectively, are or will be placed in DPW Departmental Accounts; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid projects, the necessary Project/Grant Chartfield Values for engineering and construction for the projects (expenditure) and transfer to any of these accounts the amounts required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
