Body
Whereas, Business Improvement District No. 21 (“BID 21”) is a Wisconsin business improvement district located in the City of Milwaukee (“City”), Wisconsin and created pursuant to Wisconsin Statute Section 66.1109, with a mission to “lead and inspire believers in Milwaukee to engage in efforts that build Downtown as the thriving, sustainable, inclusive, innovative and vibrant heart of the community” and a vision “to be an economic catalyst creating opportunities for all.”; and
Whereas, The Redevelopment Authority of the City of Milwaukee (“RACM”) owns the Vel R. Phillips Plaza (“VRP Plaza”) at 401-41 West Wisconsin Avenue in the City of Milwaukee, Wisconsin; and
Whereas, The City of Milwaukee’s Common Council, by passage of File No. 221817 on April 18, 2023 and by passage of File No. 231456 on February 6, 2024, authorized funding from Tax Incremental District No. 48 to fund the construction of VRP Plaza; and
Whereas, BID 21 has been an advocate for improving or building new public spaces, parks and plazas to enhance the experience and safety of downtown residents, workers and visitors; and
Whereas, The City desires to engage BID 21 to assist with the maintenance of the VRP Plaza, as more particularly set forth in in draft Maintenance Agreement, a copy of which is attached to this Common Council File; and
Whereas, The City’s Department of City Development (“DCD”) has an account set up for the maintenance of VRP Plaza, which is funded by lease revenue generated at VRP Plaza, and that account and revenue will be used to fund the City’s obligations under this Maintenance Agreement; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the proper City officials are authorized to enter into the Maintenance Agreement with BID 21, with an initial term of 39 months and possible extension of two additional one-year terms; and, be it
Further Resolved, That the total expenditure for this Maintenance Agreement is authorized for up to $120,000 over the initial term of the Maintenance Agreement (and up to an additional $35,000 for each one-year extension) and the funding will come from DCD’s VRP Plaza maintenance account; and, be it
Further Resolved, That the proper City officials are directed to execute any additional documents and instruments necessary to carry out the purposes of the resolution.
