Title
Substitute resolution authorizing a Mutual Law Enforcement Aid Agreement between the City of Milwaukee and the University of Wisconsin-Milwaukee.
Analysis
This resolution authorizes the execution of a Mutual Law Enforcement Aid Agreement between the City and the University of Wisconsin System acting on behalf of the University of Wisconsin-Milwaukee ("UWM").  Under the provisions of this agreement, the Milwaukee Chief of Police may request the accompaniment of the UWM Police Department whenever an Incident is of such magnitude and consequence that it is deemed advisable by the Milwaukee Chief of Police to request assistance of the UWM Police Department.  The aid would be supplied by the responding agency at no cost; however, since UWM is located currently within the City of Milwaukee, this no cost provision inures solely to the benefit of the City of Milwaukee.  Also, at all times the Milwaukee Police Department personnel will remain under the command and control of the Milwaukee Department.

Whereas, In recognition of the fact that situations may occur which are beyond the ability of either the Milwaukee Police Department or the University of Wisconsin-Milwaukee Police Department to deal with in terms of personnel, equipment and available resources, both the City and the University of Wisconsin System acting pursuant to sec. 66.30 and sec. 66.305, (effective 1/1/2001, the sections are designated as 66.0301(1) and (2) and sec. 66.0313) Stats., desire to set forth their understanding with respect to the furnishing of mutual law enforcement assistance on the University of Wisconsin-Milwaukee campus and on areas of the City of Milwaukee adjacent to the UWM campus; and
 
Whereas, The parties have memorialized their understanding with respect to the furnishing of mutual law enforcement aid assistance in the Agreement for Mutual Law Enforcement Aid attached to this file; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the proper City officers are hereby authorized and directed to execute the Agreement for Mutual Law Enforcement Aid attached to this file.
