The Drug Abatement Grant Resolution would authorize continuation of grant funded positions. This resolution authorizes the Milwaukee Police Department to apply for, accept, and fund a Drug Abatement Program Grant Project from the U.S. Department of Justice through the State of Wisconsin Office of Justice Assistance, in the amount of $1,221,841 with a city share of $471,863 and a grantor share of $749,978. The purpose of this project is to identify locations in the city where controlled substances are illegally manufactured and delivered.
 
 
BODY:
Whereas, Under the terms of CFDA #16.579 the City of Milwaukee appears to be eligible for grant funds from the United States Department of Justice through the Wisconsin Office of Justice Assistance for drug abatement; and
 
Whereas, The operation of this grant from 07/01/97 to 06/30/98 would cost $1,221,841 of which $471,863 (38%) would be provided by the City and $749,978 (62%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Police Department is authorized to accept and expend grant funds received from the United States Department of Justice without further approval, unless the terms of the grant change as indicated in Section 304-81 of the Code of Ordinances; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Encumber in the parent accounts of the 1997 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project/program titled "Drug Abatement Program Grant":

2. Create a Special Revenue Fund - Grant and Aids Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
 
3. Establish the necessary grant performance submeasures; and, be it
 
Further Resolved, That these funds are appropriated to the Milwaukee Police Department which is authorized to:
 
1. Expend from the amount appropriated sums for specified purposes as indicated in the project budget and incur costs consistent with the award date;
 
2. Expend from the 1997 grant budget funds for Building Inspection Department expenditures relating to the Drug Abatement activity;
 
3. Expend from the 1997 grant budget funds for City Attorney Department expenditures relating to the Drug Abatement activity;
 
4. Transfer funds within the project budget as long as the amount expended for each specific purchase does not exceed the amount authorized by the budget by 10 percent;
 
5. Expend from the 1997 grant budget funds for specific items of equipment;
 
6. Expend from the 1997 grant budget funds for training and out-of-town travel by departmental staff;
 
7. Enter into subcontracts and leases as detailed in the grant budget.
 
Further resolved, that the 1997 and 1998 Positions ordinance be amended as follows to reflect the change in footnote (J):
 
(J)State Drug Abatement Grant: Positions to expire 6/30/98 unless the State Drug Abatement Grant is extended.
