Analysis
This resolution directs the Commissioner of Public Works to execute two documents titled “Cost Sharing Memo of Understanding Between the City of Milwaukee and the City of Greenfield” for the cost sharing of the design, construction, and construction engineering of the Powerline Trail Phase 2 from S. 51st Street to S. 35th Street (Greenfield) and S. 60th Street to S. 51st Street (Milwaukee) in the 11th Aldermanic District with a total estimated cost of the project to be $1,233,258, with a grantor share of $1,055,492, and a local of $147,538, of which the City’s share is $39,836 and the City of Greenfield’s share is $107,702.

Whereas, The City of Greenfield and the City of Milwaukee received grant funds from the Wisconsin Department of Transportation’s (WisDOT) Congestion Mitigation and Air Quality (CMAQ) grant program (WisDOT Project ID 2980-22-00/70) and the Wisconsin Department of Natural Resource’s Recreation Funding (WDNR Project Number SADLP3221385); and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; and
Whereas, the City of Greenfield has constructed the Powerline Trail from S. 104th Street to South 60th Street; and
Whereas, The 2010 Milwaukee by Bike Plan recommended the South Side Powerline Trail as a proposed new off-street trail; and
Whereas, The WE Energies right-of-way upon which the trail will be built is within the City of Milwaukee boundaries between S. 60th Street to S. 51st Street; and
Whereas, The City of Greenfield will be the lead agency of the project design; and
Whereas, This project is expected to be constructed in 2024; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public works is hereby authorized to execute the two documents titled “Cost Sharing Memo of Understanding Between the City of Milwaukee and the City of Greenfield” for the cost sharing of the design, construction, and construction engineering of the Powerline Trail Phase 2 from S. 51st Street to S. 35th Street (Greenfield) and S. 60th Street to S. 51st Street (Milwaukee with a copy of which is attached to Common Council Resolution File Number ___ , and is incorporated by reference as though set forth in full; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for design, construction, and procurement for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
