A substitute ordinance to further amend the 2014 offices and positions in the City Service.
Analysis
This substitute ordinance changes positions in the following departments:
Department of Employee Relations, Fire Department, Health Department, Library, Department of Public Works
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Section 1 of ordinance File Number 130420 relative to offices and positions in the City Service is hereby amended as follows:
 
Under "Fire Department, Firefighting Division Decision Unit", add one position of "Fire Lieutenant".
 
Under "Paramedic Service", delete one position of "Paramedic Field Lieutenant (C)(I)/Fire Paramedic Field Lieutenant (C)(I)."
 
Under "Health Department", delete one position of "Public Health Research & Policy Director (X)(Y)(AA)(M)(NN)", add one position of "Public Health Research & Policy Director (X)(Y)(M)(NN)", and add footnote "(M)" to read as follows: "To expire 01/01/15 unless the Public Health 706 Grant from the UW-Milwaukee School of Public Health is extended.".
 
Under "Office of Violence Prevention", delete one position of "Violence Prevention Research Coordinator (X)(H)(OO)", add one position of "Violence Prevention Research Coordinator (X)(H)(OO)(PP)", and add footnote "(PP)" to read as follows: "To expire 06/30/16 unless the Community Safety Data Repository Grant from the Wisconsin Partnership Program is extended.  Partially funds one position of Violence Prevention Research Coordinator.".
 
Under "Disease Control and Environmental Health Services Division, Home Environmental Health", delete one position of "Home Environmental Health Manager (X)(Y)(RR)(TT)(UU)" and add one position of "Home Environmental Health Manager (X)(Y)(RR)(TT).
 
Under "Lead Hazard Reduction Demonstration Grants (HUD)(RR)", delete three positions of "Lead Risk Assessor II (X)(RR)", add two positions of "Lead Risk Assessor II (X)(RR)", and amend footnote "(RR)" to read as follows: "To expire 08/31/17 unless the Lead Hazard Reduction Demonstration Grant from the U.S. Department of Housing and Urban Development (HUD) is extended.  Also partially funds position of Home Environmental Health Manager.".
 
Under "Family and Community Health Services Division, Empowering Families of Milwaukee Program", delete two positions of "Public Health Nurse (X)(G)(SSS)(E)", delete one position of "Public Health Nurse (X)(G)(EEE)(E)", delete one position of "Family and Community Wellness Manager (X)(SSS)(E)", add three positions of "Public Health Nurse (X)(G)(E)", add one position of "Family and Community Wellness Manger (X)(E)", and amend footnote "(E)" to read as follows: "To expire 09/30/15 unless the Family Foundations Comprehensive Home Visiting Grant is extended."
 
Under "Women's, Infant's and Children's Nutrition Program Grant (C)", delete one position of "Public Health Nurse (X)(G)(C)(Q), delete two positions of "Nutritionist (X)(C)(Q)", and add three positions of "Nutritionist (X)(C)(Q)".
 
Part 2.  Section 1 of ordinance File Number 130420 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2014 - December 22, 2013):
 
Under "Department of Public Works - Water Works, Business Organization, Administration", delete one position of "Office Assistant III" and add one position of "Office Assistant IV"
 
Under "Distribution Organization", delete one position of "Water Distribution Scheduling Manager (X)" and add one position of "Water Distribution Construction Manager (X)."
 
Part 3.  Section 1 of ordinance File Number 130420 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2014 - October 12, 2014):
 
Under "Department of Employee Relations - Operations Division, Staffing Services Section", delete one position of "Human Resources Analyst-Senior" and add one position of "Human Resources Representative."
 
Under "Library, Technical Services Bureau", delete one position of "Library Technical Services Manager" and add one position of "Assistant Director - Library Information Technology and Technical Services".
 
Part 4.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
 
Part 5.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2014 (December 22, 2013).
 
Part 6.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 22, 2014 (October 12, 2014).
 
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
 
Part 7.  This ordinance will take effect and be in force from and after its passage and publication.
