Substitute ordinance to further amend the 1998 offices and positions in the City Service under control of the Common Council.
BODY:
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 970831 relative to offices and positions in the City Service is hereby amended as follows:
Under "Department of Administration, Purchasing Division, Administrative Services, delete one position of "Inventory and Workflow Services Coordinator" and add one position of "Procurement Administrator (Y)."
Under "Building Inspection, Building Construction Inspection", delete twelve positions of "Building Construction Inspector (X)", two positions of "Boiler Inspector (X)", one position of "Lead Boiler Inspector (X)", one position of "Building Construction Inspector (X)(C)" and one position of "Lead Building Construction Inspector (X)" and add fourteen positions of "Building Construction Inspector II (X)", one position of "Building Construction Inspector II (X)(C)", three positions of "Boiler Inspector II (X)"; under "Condemnation Inspection", delete two positions of "Building Construction Inspector (X)" and add two positions of "Building Construction Inspector II"; under "Electrical and Elevator Inspection", delete one position of "Lead Elevator Inspector (X)", seven positions of "Electrical Inspector (X)" and two positions of "Elevator Inspector (X)" and add three positions of "Elevator Inspector II (X)" and seven positions of "Electrical Inspector II (X)"; under "Plumbing Inspection", delete one position of "Lead Sprinkler Construction Inspector (X)" and one position of "Sprinkler Construction Inspector (X)" and add two positions of "Sprinkler Construction Inspector II"; under "Auxiliary Positions", delete two positions of "Building Construction Inspector (X)" and one position of "Electrical Inspector (X)" and add two positions of "Building Construction Inspector II (X)" and one position of "Electrical Inspector II (X)."
Under "Municipal Court, Courtroom Proceedings", add five positions of "Municipal Court Commissioner (Y)."
Under "Special Purpose Account-Board of Zoning Appeals", add one position of "Member, Alternate, Board of Zoning Appeals (Y)."
Under "Health Department", amend footnote "(LL)" as follows: "To expire 12/31/99 unless the Lead Research Grant, available from the National Center for Lead Safe Housing, is extended. This grant funds .4 FTE of this position with .6 FTE funded by the Lead Based Paint Abatement Grant. Positions are authorized only as reflected in the grant agreement as approved by the Grantor Agency."; under "Consumer Protection and Environmental Health, Childhood Lead Detection Grant", delete one position of "Public Health Nurse Supervisor (.5 FTE)" and under "Childhood Lead Poisoning Prevention Grant", add two positions of "Environmental Health Specialist II (W)."
Under "Department of Public Works-Parking Fund", delete one position of "Administration Specialist" and one position of "Lead Tow Lot Attendant" and add one position of "Tow Lot Assistant Manager" and one position of "Tow Lot Crew Leader."
Under "Department of Public Works-Water Works, Distribution Division Decision Unit", delete two positions of "Water Maintenance Mechanic" and add two positions of "Equipment Mechanic III" and under "Business Decision Unit, Business Management Division, Billing Services", delete one position of "Office Assistant II" and add one position of "Program Assistant I."
Part 2. Section 1 of ordinance File Number 970831 relative to offices and positions in the City Service is hereby further amended as follows (effective sixty (60) days following approval by the Common Council):
Under "Fire Department, Supporting Services Decision Unit, Bureau of Communications", add the footnote designation "(J)" following the position "Chief Dispatcher of Fire Alarm and Telegraph to read: "(J) Position to be classified as Fire Dispatch Manager upon vacation by Anthony Stanford."; delete three positions of "Assistant Chief Dispatcher of Fire Alarm and Telegraph" and add four positions of "Fire Dispatch Supervisor"; add the footnote designation "(K)" following one position of "Assistant Chief Dispatcher of Fire Alarm and Telegraph" to read: "(K) Position to be classified as Fire Dispatch Supervisor upon vacation by Lawrence Kubiak."
Part 3. Section 1 of ordinance File Number 970831 relative to offfices and positions in the City Service is hereby further amended as follows (effective Pay Period 1, 1998 - December 28, 1997):
Under "Department of Employee Relations, Administration Division", delete one position of "Management and Accounting Officer" and add one position of "Management Accounting Specialist"; under "Operations Division", delete one position of "Clerk Stenographer III" and one position of "Office Assistant II" and add two positions of "Office Assistant III." Add the footnote designation "(A)" following the title "Labor Relations Officer" and add the footnote designation "(B)" following the title "Employment Administrator" and add the following footnotes: "(B) Positions to revert to Human Resources Representative when vacated by the current incumbent, Steve Smith." "(A) Position to revert to Human Resources Representative when vacated by the current incumbent, Elisabeth Schraith."
Part 4. Section 1 of ordinance File Number 970831 relative to offices and positions in the City Service is hereby further amended as follows (effective Pay Period 14, 1996 - June 30, 1996):
Under "Police Department, Administration/Services Decision Unit, Technical Services Bureau, Identification Division", delete one position of "Office Assistant III" and add one position of "Administration Assistant I"; under "Operations Decision Unit, Criminal Investigation Bureau, Vice Control Division", delete one position of "Office Assistant III" and add one position of "Administrative Assistant I."
Part 5. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 6. The provisions of Part 2 of this ordinance are deemed to be in force and effect sixty (60) days following approval by the Common Council.
The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 1998 (December 28, 1997).
The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 14, 1996 (June 30, 1996).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 7. This ordinance will take effect and be in force from and after its passage and publication.
