The Common Council restored funding for a number of positions in various city departments, as well as created several new positions, in the 1999 Adopted City Budget. This resolution directs all city departments, and requests the Police Department, to fill those positions effectuated by Council amendment to the 1999 City Budget.
BODY:
Whereas, Each year, the Finance and Personnel Committee reviews the Mayor's Proposed Executive Budget for the City of Milwaukee, and submits its recommended amendments to the full Common Council for consideration; and
 
Whereas, On November 13, 1998, the Common Council adopted a 1999 City Budget which restored funding for a number of fulltime equivalent (FTE) positions in various city departments which were proposed to be eliminated in the Mayor's Proposed Budget, and created certain other new positions; and
 
Whereas, The Common Council restored funding for various positions with the intent of maintaining current levels of service, and created certain new positions to add value and enhance the quality of life; and
 
Whereas, It is in the best interest of the City of Milwaukee and its citizens to ensure the filling of each of those positions effectuated by the Common Council through the amendment process; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that all city departments are directed to fill those positions for which funding was restored by the Common Council in the 1999 Adopted City Budget, and to fill those new positions created by the Common Council in the 1999 Adopted City Budget, including but not limited to the following positions:
 
1. One new position of Office Assistant II in the City Attorney's Office to provide clerical support for the Public Nuisance Abatement Program.
 
2. One new position of Neighborhood Economic Development Coordinator in the Department of City Development.
 
3. One position of Network Specialist III in the Employes' Retirement System. The Mayor's Proposed 1999 Budget did not provide funding for this position; the Council provided funding for the position by budget amendment.
 
4. One position of Public Health Nurse in the Health Department's Adult Health Program, restored by Council budget amendment.
 
5. One new position of Tobacco Prevention Specialist in the Health Department.
 
6. One new position of Special Enforcement Inspector in the Department of Neighborhood Services to provide capacity for Historic Preservation certificate of appropriateness enforcement and to address special zoning issues.
 
7. One position of Environmental Health Specialist II (a Food Inspector) in the Health Department, for which funding was restored by Council amendment and footnoted to remain vacant until legislation is enacted to increase food license fees to recover 50% of the direct costs of the position.
 
8. One .025 FTE Vector and Nuisance Control Officer I position in the Department of Neighborhood Services, restored by Council budget amendment, to be used for sewer baiting.
 
9. One new position of Assistant City Attorney to start in June 1999, dedicated solely to the Public Nuisance Abatement Program in the City Attorney's Office.
 
10. 55 FTE positions of truck driver in the Buildings and Fleet Division-Department of Public Works. The Mayor's Proposed 1999 Budget provided for the layoff of these positions during winter months (equivalent to 16.0 FTE's); the Common Council restored full funding for these positions.
 
11. 4.5 FTE positions of Water Buildings & Grounds Laborer and 3.0 FTE positions of Water Department Laborer in the Plants Decision Unit-Water Works. Funding for these positions was restored by Council budget amendment and footnoted to indicate that the positions shall be fully funded for the entire budget year to allow the incumbents to seek other employment prior to eliminating funding for these positions.
 
12. One position of Plumbing Inspection Supervisor in the Department of Neighborhood Services to remain filled for a portion of 1999 until the incumbent retires.
 
13. 5 Field Service Mechanics in the Fleet Services Section of the Buildings & Fleet Division-DPW, restored by Council budget amendment and partially offset by elimination of 4 vacant positions in the section.
 
14. 28 FTE positions of Sanitation Supervisor in the Sanitation Division-Department of Public Works. The Mayor's Proposed 1999 Budget eliminated 6 of these 28 positions; the Council restored funding for the full 28 positions by budget amendment;
 
and, be it
 
Further Resolved, That the Police Department is requested to fill the two police officer positions added to the Nuisance Abatement/Multiple Occurrence Project in the Vice Control Division, to eliminate investigatory backlog and improve the ability of the Police Department to respond to Council complaints.
