Title
Resolution directing the City Engineer to apply for 2012 Urban Nonpoint Source and Stormwater Construction grant from the State of Wisconsin, Department of Natural Resources.
Analysis
This resolution directs the City Engineer to apply for a 2012 UNPS &SW construction grant from the Department of Natural Resources (DNR) in the amount of $608,000 with a City share of $458,000 and a grantor share of $150,000. This resolution also designates the City Engineer as the authorized agent for the City of Milwaukee for the purpose of entering into the 2012 Urban Nonpoint Source and Stormwater construction grant agreement between the City of Milwaukee and the DNR.
Body
Whereas, Stormwater pollution control is an important component of the City of Milwaukee’s (City) storm water management regulation and the City’s permit with the DNR; and
Whereas, Public streets are sources of high environmental pollution which washes directly during storm events into streams and water bodies, threatening natural habitat and species; and
Whereas, Nonpoint source pollutants such as roadways have been recognized as the No.1 environmental pollutant in the country; and
Whereas, This project will incorporate a stormwater treatment system known as green streets within the public rights of way and demonstrate how highly urbanized areas can be designed to provide direct environmental benefits and be aesthetically integrated into the urban streetscape; and
Whereas, The City is proposing to construct green streets on West Grange Avenue between South 19th Street and South Howell Avenue within the municipal separate storm sewer system (MS4) portion of the City of Milwaukee; and
Whereas, The runoff from approximately ten acres of tributary area including roadway right of way will receive treatment; and
Whereas, The City Engineer will submit a signed Environmental Hazard Assessment form; and Whereas, The operation of these grants begins on January 1, 2012 and ends on December 31, 2012; and
Whereas, The WDNR would provide a maximum cost share of 50% of eligible costs, with a total grantor share not exceed $150,000 for the construction grant; and
Whereas, The City Engineer will submit quarterly and final reports to the DNR and make periodic requests for grant reimbursement; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the City Engineer is authorized to apply for a 2012 Urban Nonpoint Source and Stormwater construction grant application from the DNR; and, be it
Further Resolved, That the City Engineer is authorized to sign and submit a grant agreement between the City of Milwaukee and the DNR; and, be it
Further Resolved, That the City Engineer is authorized to submit signed quarterly and final report forms to the DNR; and, be it
Further Resovled, That the City Engineer is authorized to submit signed grant reimbursement requests to the DNR.
Further Resolved, That the City Engineer is authorized to submit a signed Environmental Hazard Assessment form to the WDNR, if applicable; and, be it
Further Resolved, That the City Engineer is the authorized agent for the City of Milwaukee for the purpose of entering into a 2012 Urban Nonpoint Source and Stormwater construction grant agreement between the City of Milwaukee and the DNR.
