Title
Substitute resolution relating to required agreements between the Mayor, designated local elected officials, and Employ Milwaukee, Inc., pursuant to the Workforce Innovation & Opportunity Act (WIOA).
Analysis
This resolution authorizes the Mayor to enter into a Memorandum of Agreement with Employ Milwaukee, Inc. (formerly the Milwaukee Area Workforce Investment Board, Inc., hereinafter “Employ Milwaukee”) to summarize the specific duties of each with regard to efforts and activities in the areas of job training and employment, workforce development and human resource development, pursuant to the Workforce Innovation and Opportunity Act, 29 U.S.C. §3101, et seq. from July 1, 2017 through June 30, 2019.

Whereas, The federal Workforce Innovation and Opportunity Act of 2014 is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy; and
Whereas, The Mayor of the City of Milwaukee and the Milwaukee Area Workforce Investment Board have entered into prior agreements to summarize each of their specific duties with regard to efforts and activities in the areas of job training and employment, workforce development and human resource development, pursuant to the Workforce Investment Act of 1998, and the superseding Workforce Innovation and Opportunity Act of 2014; and
Whereas, Pursuant to those agreements, the Milwaukee Area Workforce Investment Board has served as the local grant sub-recipient and administrative entity under the terms of the Workforce Investment Act of 1998 and the Workforce Innovation and Opportunity Act of 2014 to implement job training and employment programs within Milwaukee County; and
Whereas, The City undertakes ongoing efforts to provide job training and youth employment and to promote economic development and utilization of human resources; and
Whereas, The Milwaukee Area Workforce Investment Board is now known as Employ Milwaukee; and
Whereas, Employ Milwaukee has unique expertise in the areas of job training and workforce development; and
Whereas, The City and Employ Milwaukee desire to enter into an agreement to delineate and fulfill their respective duties under the Workforce Innovation and Opportunity Act of 2014; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Sixth Amended and Restated Memorandum of Agreement Between the Mayor of the City of Milwaukee and Employ Milwaukee, Inc. in substantially the same form as is attached to this file is approved, and the proper City officers are hereby authorized and directed to execute the Agreement on behalf of the City of Milwaukee.
