Substitute resolution appropriating and transferring funds to be used to enter into contracts with one or more consultants selected by the Zoning Code Task Force to revise the City's zoning code.

This resolution appropriates and directs the transfer of $115,000 from the 1998 Advance Planning Fund parent account, $25,000 from the 1998 Advance Planning Fund Economic Studies account and $110,000 from the 1999 Advance Planning Fund parent account to the Advance Planning Fund Zoning Code Revision account for the purpose of funding the hiring of the consultant(s) selected by the Zoning Code Task Force to revise the City's zoning code. This resolution also authorized the Department of City Development to enter into a contract with the consultant(s) selected by the Task Force.
BODY:
Whereas, On December 16, 1997, the Common Council adopted File Number 971179, a resolution creating a 6-member Zoning Code Task Force commissioned with the task of overseeing the revision of the zoning code and related (zoning appeals) provisions; and
Whereas, File Number 971179 also stipulated that the hiring of a consultant selected by the Zoning Code Task Force to perform the zoning code revision would be funded by the Department of City Development's Advance Planning Fund parent account (Account No. 31-612-0001) and the Advance Planning Fund Economic Studies account (Account No. 31-612-0028); and
Whereas, In May, 1998, the Zoning Code Task Force sent out requests for proposals to revise the City's zoning code; and
Whereas, In June, 1998, the Zoning Code Task Force reviewed 4 proposals to revise the City's zoning code and determined that the best proposals would cost more than the amount of funds available in the specified Department of City Development accounts; and
Whereas, It is desirable and necessary for the Zoning Code Task Force to receive assistance from knowledgeable, experienced consultants; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized and directed to transfer $115,000 from the 1998 Advance Planning Fund parent account (Account No. 31-612-0001), $25,000 from the 1998 Advance Planning Fund Economic Studies account (Account No. 31-612-0028) and $110,000 from the 1999 Advance Planning Fund parent account (Account No. 31-612-0001) to the Advance Planning Fund Zoning Code Revision account (Account No. 31-612-0114); and, be it
Further Resolved, That the transfer of $110,000 from the 1999 Advance Planning Fund is contingent on the approval of the 1999 proposed budget for the Advance Planning Fund; and, be it
Further Resolved, That the proper officials in the Department of City Development are authorized to expend the transferred funds to enter into a contract with the consultant or consultants selected by the Zoning Code Task Force to revise the City's zoning code.
