Title
Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $968,000 for a total estimated cost of these projects being $14,336,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $968,000 with the total cost estimated to be $14,336,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
1st Aldermanic District
N. 26th St. - W. Roosevelt Dr. to W. Atkinson Ave. (SM495090006): Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $59,000. This project is anticipated to be completed during the 2009 construction season.
System 1205 Department of Justice Rehabilitation Work. (SM495090100): Sanitary sewer relay and lining. (Nonassessable Sewer Maintenance Relay Fund -- $28,000). The total estimated cost for this project including the requested amount is $348,000. This project is anticipated to be completed during the 2009/2010 construction seasons.
System 1225 Department of Justice Rehabilitation Work (SM495090103): Sanitary sewer relay and lining. (Nonassessable Sewer Maintenance Relay Fund -- $112,000). The total estimated cost for this project including the requested amount is $1,400,000. This project is anticipated to be completed during the 2009/2010 construction seasons.

E. North Ave. - N. Bartlett Ave. to N. Oakland Ave. (SM495090014): Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $860,000. This project is anticipated to be completed during the 2010 construction season.
4th Aldermanic District
Clybourn Street Vertical Lift Bridge over the Milwaukee River (BR100090104): Preliminary engineering for structural steel repairs and painting. (City Share Nonassessable Structure Fund -- $150,000). The total estimated cost for this project including the requested amount is $5,150,000. This project is anticipated to be completed during the 2009 construction season.
W. St. Paul Ave. - N. 27th St. to N. 28th St. (SM495090015): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $53,000. This project is anticipated to be completed during the 2009 construction season.

W. Oklahoma Ave. - S. 74th St. to W. Beloit Rd. (WT410100006): Water main extension. (Nonassessable Water Fund -- $50,000). The total estimated cost for this project including the requested amount is $2,600,000. This project is anticipated to be completed during the 2010 construction season.
S. Princeton Ave. - 350 feet m/l south of W. Sunbury Ct. to S. 37th St. (SM495090008): Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $142,000. This project is anticipated to be completed during the 2009 construction season.
S. 72nd St. at W. Bennett Ave. (Sponsored by the City of West Allis) (ST211090138) Paving the roadway with asphalt. Laying a concrete curb and gutter. Laying concrete sidewalk. Doing all the necessary grading pertaining to said work. (Nonassessable Reconstruction Paving Fund -- $5,000). The total estimated cost for this project including the requested amount is $5,000. This project is anticipated to be completed during the 2009 construction season.

S. 27th St. - W. Abbott Ave. to W. Parnell Ave. (WT410100008): Relaying water main. (Nonassessable Water Fund -- $30,000). The total estimated cost for this project including the requested amount is $675,000. This project is anticipated to be completed during the 2010 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it

Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
