Substitute resolution authorizing application by the City of Milwaukee for membership in Sister Cities International.
Analysis
This resolution authorizes application by the City of Milwaukee for membership in Sister Cities International, and directs the proper City officials to apply for the City's membership in said organization.
Body
Whereas, Sister Cities International is a nonprofit, citizen diplomacy network between U.S. and international communities that seek to increase global cooperation at the local level; and
 
Whereas, Headquartered in Washington, D.C., Sister Cities International promotes sustainable development, youth involvement, cultural understanding and humanitarian assistance; and
 
Whereas, As an international membership organization, Sister Cities International officially certifies, represents and supports partnerships between U.S. cities, counties, states, and similar jurisdictions in other counties to ensure their continued commitment and success; and
 
Whereas, The Sister Cities International network represents more than 2,500 partnerships in 128 countries around the world; and
 
Whereas, The goals of Sister Cities International include:
1.      Developing municipal partnerships between U.S. cities, counties, states and similar jurisdictions in other nations.
2.      Providing opportunities for officials and citizens to experience and explore other cultures through long-term community partnerships.
3.      Creating an atmosphere in which economic and community development can be implemented and strengthened.
4.      Creating stimulating environments where communities can creatively learn, work and solve problems together through reciprocal cultural, educational, municipal, business, professional and technical exchanges and projects.
 
Whereas, Membership in Sister Cities International offers many benefits which include:
1.      Eligibility to participate in all Sister Cities International-administered grant programs.
2.      Subscription to all Sister Cities International publications.
3.      Receiving support from dedicated and experienced area volunteers.
4.      Participation in Sister Cities International's Annual Conference and regular meetings at the state level.
5.      Eligibility to participate in Sister Cities International's Annual Awards Program.
6.      Opportunity to purchase discounted supplemental medical travelers' insurance, board member liability insurance and event insurance.
7.      Access to the "Members Only" section of the Sister Cities International's Web site; and
 
Whereas, Over the years, the City of Milwaukee has established sister city relationships with various communities and is committed to the goal of enhancing global understanding, mutual education and communication between Milwaukeeans  and people in other parts of the world; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Common Council authorizes application by the City for membership in Sister Cities International and directs the proper City officials to apply for membership in said organization; and, be it
 
Further Resolved, That an amount of $755 shall be appropriated from the Economic Development Fund (Account Number 0001-1310-5123-006300-2005) for the City's membership dues for 2005.
