Minutes note: Scott Simon, Travaux’s Vice President of Business Development, spoke on the update provided with the agenda, including recent meetings with Holton Terrace residents and the Resident Advisory Board. Vincent Noth, Executive Director of Kinship Community Food Center, gave a presentation, enclosed with the agenda, on the Kinship organization and the proposed use of the property. Mr. Simon stated the ask today is for approval to apply for the rezoning and, provided the rezoning is approved through the City’s process, the sale of the property would then come back to the Board for approval. Commissioners discussed approval timelines, engagement with the residents and surrounding neighborhood, and the need for a food provider in the area. Acting Chair VandeBerg requested an update as the lot goes through the process of rezoning and approvals.

Title

Body

WHEREAS, the Housing Authority of the City of Milwaukee (HACM) owns and manages more than 4,000 units of low-rent public housing under the terms of an Annual Contributions Contract with the U. S. Department of Housing and Urban Development (HUD); and

 

WHEREAS, HUD allows Public Housing Authorities to submit Disposition applications to dispose of all or part of public housing structures and land in excess of what is needed to operate efficiently; and

 

WHEREAS, the 1.00 acre vacant parcel at 421 East Locust Street adjoining HACM’s Holton Terrace development was determined to be land in excess of the needs of HACM and its residents; and

 

WHEREAS, the Board of Commissioners of the Housing Authority of the City of Milwaukee approved the submission of a disposition application to HUD at their December 13, 2023 meeting (Resolution #R13454) to sell the lot at Fair Market Value, which was subsequently approved by HUD on June 14, 2024; and

 

WHEREAS, HACM staff researched the needs of the neighborhood and met with Holton Terrace residents to survey their interests in the property, which included a food-based entity in an area considered a “food desert”; and

 

WHEREAS, HACM marketed the lot for sale with submittal requirements including: covenants to provide permanent restrictions against predatory or non-desirable uses, a price set at the appraised valuation or greater, a user who would concentrate on food, a willingness to work with HACM and Travaux staff on design and construction, financial capacity, an amenability to construct a parcel station, it possible, a time frame for implementation and a firm deadline for responses; and

 

WHEREAS, Kinship Community Food Center, a 501(c)(3) non-profit, formerly the Riverwest Food Pantry and now rebranded to offer a wide range of services to neighborhood residents, expressed an interest in the property for their food bank and an expanded community center; and

 

WHEREAS, a community center building requires a change in zoning for the lot from Residential to Local Business (LB2), which involves review by a number of City of Milwaukee committees; and

 

WHEREAS, as seller, HACM would be a partner in the change of zoning process; and

 

WHEREAS, after the City of Milwaukee committee approvals, the contract for the sale of the land to the Kinship Community Food Center will be brought before the HACM Board of Commissioners for a vote; and

 

WHEREAS, if the City of Milwaukee committees would not approve the zoning change, or Kinship Community Food Center decides not to pursue the development, or the HACM Board would not approve the sale, or some other outcome resulting in there being no sale to the Kinship Community Food Center, the land would still be owned by HACM and be available for sale or future HACM development; now therefore, let it be

 

RESOLVED, by the Housing Authority of the City of Milwaukee that the recommendation to submit a change to the zoning of 421 East Locust Street from Residential to Local Business (LB2) is hereby approved; and be it

 

FURTHER RESOLVED, that the Secretary-Executive Director and the proper officers of the Housing Authority be and hereby are authorized and directed to properly take whatever action is necessary to complete the change to the zoning of 421 East Locust Street from Residential to Local Business (LB2).
