Analysis

This resolution authorizes the Commissioner of Public Works and Comptroller to execute a State Municipal Agreement with the Wisconsin Department of Transportation for the optimization and retiming of traffic signals citywide and fund the project in various Aldermanic Districts with a total estimated cost of $6,690,000, with an estimated grantor share of $5,352,000, and an estimated City share of $1,338,000.

Body

Whereas, Preliminary approval has been requested and received from the Wisconsin Department of Transportation, along with a State Municipal Agreement to be executed by the City of Milwaukee, for the optimization and retiming of traffic signals citywide under the FFY 2024 Federal Redistribution Congestion Mitigation Air Quality program; and

 

Whereas, The optimization and retiming of traffic signals citywide will reduce congestion and vehicle emissions throughout the city as well as improve operations for all modes of travel including pedestrians, bicyclists, and transit vehicles; and

 

Whereas, The Wisconsin Department of Transportation has submitted a State Municipal Agreement for execution by the City of Milwaukee for:

 

Project I.D. 2984-55-02

City of Milwaukee Traffic Optimization

City Wide

Milwaukee County

 

; and

 

Whereas, The State cannot proceed with any project cost overruns or changes in scope of more than 5% without prior Department of Public Works approval; and

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns or changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns or changes in scope as approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to execute a State Municipal Agreement for the programming and all work associated with the aforementioned project with Congestion Mitigation Air Quality funds, a copy of which are attached to and incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the proper City of Milwaukee official is hereby directed to undertake all work for the above-mentioned project which is anticipated to begin in 2024 and to reimburse the Wisconsin Department of Transportation for all costs incurred for the improvements; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for preliminary engineering for the project and transfer to any of these accounts the amount required under this grant agreement and City Accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and the local share or $5,000, whichever is greater as follows:
