Title

Resolution directing the Commissioner of Public Works to execute a document titled “1st Revision State/Municipal Agreement for a State-Let Highway Project” with the Wisconsin Department of Transportation for the construction of Interstate Highway 43 North-South Freeway; Halyard Street to Capitol Drive, and to set up funds for real estate acquisition and construction at an estimated total cost decrease of $4,450,000 with an estimated City share decrease of $1,666,500 and a grantor share decrease of $2,783,500.

Analysis

This resolution directs the Commissioner of Public Works to execute a 1st Revision State/Municipal Agreement with the Wisconsin Department of Transportation for the construction of Interstate Highway 43 North-South Freeway; Halyard Street to Capitol Drive.  The State/Municipal Agreements provide for 61 percent Federal and State aid and 39 percent local cost sharing for real estate acquisition and roadway costs, and for 90 percent Federal and State aid and 10 percent local cost sharing for utility costs.  The total estimated cost of this project is $22,352,000 with an estimated City share of $909,810 and a grantor share of $21,442,190.

Whereas, A project agreement has been requested and received from the Wisconsin Department of Transportation (WisDOT) to be executed by the City of Milwaukee for the construction of Interstate Highway 43 (IH-43) North-South Freeway; Halyard Street to Capitol Drive, with Federal and State aid under the State Highway Rehabilitation Program; and

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; and

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to execute the agreement for the programming, design, and construction of the aforementioned connecting highway project with Federal and State aid, copies of which are attached to Common Council Resolution File Number  260312, and are incorporated into this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for construction for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
