Title
A substitute ordinance to further amend the 2026 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
Department of City Development, Department of Compliance and Engagement, Department of Equity and Inclusion, Health Department (Office of the Commissioner and Health Administration; Family & Community Health Division), Port Milwaukee, Department of Public Works (Administrative Services Division)
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 11, 2026 - May 10, 2026):
Under Pay Range 1HX, amend footnote (20) to read:
(20) An employee possessing a Real Estate Salespersons or Broker License to be paid an
additional 3%.
Under Pay Range 1JX, delete the title of “Chief Equity Officer (12)” and delete footnote (12) in its entirety.
Under Pay Range 1NX, add the title of “Compliance and Engagement Director”.
Under Pay Range 1QX, add the title of “DPW Financial Administration Director”.
Part 2. Part 1, Section 2 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 11, 2026 - May 10, 2026):
Under Pay Range 2IN, add the titles of “FIMR Case Abstractor (5)” and “FIMR Coordinator (5)”.
Under Pay Range 2JN, amend footnote (14) to read:
(14) An employee possessing a Real Estate Salespersons or Broker License to be paid an

Part 3. Part 1, Section 5 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 11, 2026 - May 10, 2026):
Under Pay Range 5IN, delete the title of “Community Health Administrative Specialist 1” and add the title of “Health Administrative Specialist 1”.
Under Pay Range 5JN, delete the title of “Community Health Administrative Specialist 2” and add the title of “Health Administrative Specialist 2 (5)”.
Under Pay Range 5KN, delete the title of “Community Health Administrative Specialist 3” and add the title of “Health Administrative Specialist 3 (1)”.
Part 4. Part 1, Section 7 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2023 - August 20, 2023):
Under Pay Range 7CN, add footnote designation (8) to the title of “Port Operations and Maintenance Technician 2 (5)”.
Under Pay Range 7GN, add footnote designation (9) to the title of “Port Operations and Maintenance Technician 3 (10)”.
Part 5. Part 1, Section 9 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 11, 2026 - May 10, 2026):
Under Pay Range 9MN, add the title of “Public Health Youth Apprentice”.
Part 6. Part 1, Section 11 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2011 - December 19, 2010):
Under Pay Range EOE, amend footnote (5) to read:
5) For the 2024-2028 term of office, commencing Pay Period 10, 2024, the salary of Municipal Judge shall be as follows. (Per File #231364). Controlling Wis. Stat. 755.04.

Part 7. Part 4 of ordinance File Number 250698 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2011 - December 19, 2010):
Under Part IV - Elected Officials, amend paragraph C. to read:
C. Municipal Judges: The rate of pay for Municipal Judges is established per Common Council action pursuant to Wis. Stat. §755.04. The rate of pay for Municipal Judges is established un-der Section 11 of the Salary Ordinance.
Part 8. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 9. The provisions of Parts 6 and 7 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2011 (December 19, 2010).
Part 10. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 18, 2023 (August 20, 2023).
Part 11. The provisions of Parts 1,2,3, and 5 of this ordinance are deemed to be in force and effect from and after Pay Period 11, 2026 (May 10, 2026).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 12. This ordinance will take effect and be in force from and after its passage and publication.
