Analysis

This resolution directs the City Comptroller under previously executed document titled “Grant Agreement Under the Fiscal Year 2022 Safe Streets and Roads for All Grant Program” with the United States Department of Transportation Federal Highway Administration for the programming, design, and construction of pedestrian accessibility and safety improvements at up to 26 intersections city-wide on West Capitol Drive, West Atkinson Avenue, South 16th Street, West Greenfield Avenue and West Forest Home Avenue. The Agreement provides for 80 percent Federal aid and 20 percent local cost sharing for preliminary engineering. The total estimated cost of this project is $5,500,000 with a City share of $1,100,000 and a grantor share of $4,400,000. This resolution directs the City Comptroller to transfer funds for final design, right-of-way, and utility coordination at an estimated cost of $550,000 with an estimated City share of $110,000 and a grantor share of $440,000. Construction funds for this project will be included in future resolutions.

Body

Whereas, A project agreement has been requested and received from the United States Department of Transportation to be executed by the City of Milwaukee for the programming, design, and construction of pedestrian accessibility and safety improvements at up to 26 intersections city-wide on West Capitol Drive, West Atkinson Avenue, South 16th Street, West Greenfield Avenue and West Forest Home Avenue with Federal aid under the Fiscal Year 2022 Safe Streets and Roads for All Grant Program; and

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; and

 

Whereas, Construction funds for the project will be included in a separate resolution; now, therefore, and

 

Whereas, the Commissioner of Public Works, by the Common Council of the City of Milwaukee, was previously authorized to execute the agreement and associated documents for the programming, design, and construction of the aforementioned project with Federal aid, copies of which are attached to Common Council Resolution File Number _260199__, and are incorporated into this resolution by reference as though set forth in full; be it,

 

Resolved, That the Commissioner of Public Works is hereby authorized to undertake or engage a consultant to undertake final design, right-of-way, and utility coordination services for the improvement of the aforementioned project; and, be it

 

Further Resolved, That minor changes to the grant agreement which do not change its intent are hereby approved; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values final design, right-of-way, and utility coordination for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
