This resolution directs the Department of Public Works (DPW) to conduct a study of City recycling programs, particularly future recycling. The study shall include information about direct and indirect financial costs of the City recycling program, projected future costs after the cessation of state grants, direct and indirect benefits of recycling, the volume of recyclables collected in the City by aldermanic district and an analysis of the effects of having non-participating areas of the City. The resolution directs DPW to submit the study to the Common Council within 90 days.
BODY:
Whereas, Curbside recycling in Milwaukee costs over $6 million annually, half of which has previously been paid by state recycling grants; and
 
Whereas, State recycling grants to support local recycling programs will no longer be available after 1999; and
 
Whereas, Some areas of the City are no longer participating in curbside recycling because of noncompliance by residents of those areas; and
 
Whereas, The cost of future recycling in Milwaukee will be borne by the taxpayers of the City and it is therefore essential to determine whether expenditures for recycling are prudent and cost-effective; and
 
Whereas, It is appropriate to conduct a study to collect the information that will be essential in making a determination about the cost-effectiveness and future viability of Milwaukee recycling; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is directed to conduct a study of City recycling programs, particularly future recycling, such study to include, at a minimum, the following information:
 
1.      The direct and indirect financial costs of the City recycling program, including projected future costs after the cessation of state grants.
 
2.      Any direct and indirect benefits of the recycling program.
 
3.      The volume of recyclables collected in the City, broken down by aldermanic district.
 
4.      An analysis of the financial and other effects of those areas of the City designated as non-participants in the recycling program.
 
; and, be it
 
Further Resolved, That the Department of Public Works is directed to submit the study to the Common Council within 90 days of the effective date of this resolution; and, be it
 
Further Resolved, That all City employes and departments are directed to provide the Department of Public Works with full assistance and cooperation in the conduct of this study.
