Analysis

This resolution authorizes the Commissioner of Public Works to execute a Memorandum of Understanding with the Wisconsin Department of Transportation utilizing Federal and/or State Aid for the programming and repair/reconstruction of the Marquette Interchange impacted streets bounded by North 13th Street, West Clybourn Street, West St. Paul Avenue and the Milwaukee River; authorizing preliminary engineering for these projects with total estimated costs of $540,000 (100% grantor) and plan review of $70,000 (100% city share) and authorizing construction at this time for West St. Paul Avenue from North 8th Street to North 4th Street with total estimated construction costs of $860,000 of which $21,900 is city share and $838,100 is grantor share.  The total estimated cost of the Marquette Interchange impacted streets projects is $4,245,000, of which the City of Milwaukee’s share is estimated to be $251,750 and the grantor’s share is estimated to be $3,993,250.

Body

Whereas, The Department of Public Works (DPW) has been working with the Wisconsin Department of Transportation (WISDOT) in examining facilities under their supervision in order to identify areas of city infrastructure that have been impacted by the Marquette Interchange project (MQI); and

 

Whereas, Areas requiring repair and/or reconstruction have been identified based on meetings and discussions between the City of Milwaukee‘s DPW and WISDOT; and

 

Whereas, The WISDOT has submitted a Memorandum of Understanding (MOU) to the City of Milwaukee for the programming and repair/reconstruction of local streets impacted by the MQI project and funded as part of the State’s cleanup costs for the MQI project; and

 

Whereas, The following streets and alleys impacted by the Marquette Interchange construction were identified to be included in the Memorandum for repair and/or reconstruction: West St. Paul Avenue from North 13th Street to North 4th Street; West Clybourn Street from North 6th Street to North 2nd Street and North Plankinton Avenue to the Milwaukee River; North 2nd Street, North 3rd Street, North 4th Street, North 5th Street and Plankinton Avenue from West Clybourn Street to St. Paul Avenue; the east-west alley between North 3rd and North 2nd Streets and portions of the east-west alley way between North 4th Street and North 3rd Street; and

 

Whereas, WISDOT will provide 100 percent Federal and/or State Aid for preliminary engineering, including design engineering related to Local Force Contract or Agreed Unit Price Contract, and for participating construction costs for repair/reconstruction of the local streets impacted by the MQI project; and

 

Whereas; The City of Milwaukee will provide 100 percent cost of plan review and nonparticipating construction costs associated with the local streets listed above; and

 

Whereas, WISDOT will participate in 100 percent of the costs of new installation or alteration resulting from roadway repair/reconstruction of City of Milwaukee traffic lights, traffic signals, signs, underground lighting and signal conduits, pull boxes and bases; and

 

Whereas, This resolution authorizes the WISDOT to reconstruct West St. Paul Avenue between North 8th Street and North 4th Street in conjunction with the Marquette Interchange Core Contract (Project I.D. 1060-05-75) with construction to be undertaken in the fall of 2007 to coincide with the opening of the Intermodal Station in November of 2007; and

 

Whereas, The remainder of construction identified in the MOU will be conducted under Project I.D. 1060-05-77 in 2008 and 2009 upon action of the Common Council approving said construction in a future resolution; and

 

Whereas, WISDOT will participate 100 percent in the costs of steel light poles (non-standard) in West St. Paul Avenue from North 8th Street to North 4th Street (paving included in Marquette core work); now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works (CPW) is hereby authorized to execute the Memorandum of Understanding for the programming and repair/reconstruction of the aforementioned local streets, with Federal and/or State Aid, a copy of which is attached to Common Council Resolution File Number 070524 and is incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the CPW is authorized to install the traffic control and street lighting facilities necessary in conjunction with the aforementioned project, following the execution of the traffic agreement of cost which will be included in future resolutions; and be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Projects Fund, Grant and Aid Projects, the necessary Project/Grant Values for the City of Milwaukee’s plan review for this project and construction costs associated with West St. Paul Avenue between North 8th Street and North 4th Street, and to transfer to the account the amount authorized under the City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000 whichever is greater as follows:
