Resolution authorizing the Commissioner of Public Works to execute a revised project agreement titled “State Municipal Agreement for a State-Let Urbanized Area STP-Urban Project” with the Wisconsin Department of Transportation for the improvement of North 60th Street from West Florist Avenue to West Mill Road.

Analysis

This resolution authorizes the Commissioner of Public Works to execute a revised project agreement with the Wisconsin Department of Transportation for the programming, design, and construction of North 60th Street from West Florist Avenue to West Mill Road with State and Federal aid under the Surface Transportation Program.

Body

Whereas, A project agreement has been executed by the Wisconsin Department of Transportation and the City of Milwaukee for the improvement of North 60th Street from West Florist Avenue to West Mill Road using State and Federal aid under the Surface Transportation Program, in accordance with Common Council Resolution File Number 140427, adopted July 22, 2014; and

 

Whereas, The project agreement included signal improvement costs at North 60th Street’s intersections with West Mill Road and West Florist Avenue, whose work was to be done with City of Milwaukee forces under a Local Force Account contract; and

 

Whereas, A separate project agreement has been executed by the Wisconsin Department of Transportation and the City of Milwaukee for signal improvements at nine intersections with North 60th Street, including West Mill Road and West Florist Avenue, using State and Federal aid under the Highway Safety Improvement Program, in accordance with Common Council Resolution File Number 140272, adopted on July 2, 2014; and

 

Whereas, Preliminary engineering on both projects has indicated the need for grant funding from only one of the aforementioned agreements to cover the work at North 60th Street’s intersections with West Florist Avenue and West Mill Road; and

 

Whereas, The City, in an effort to retain all of the grant money it was awarded in the two project agreements mentioned above, requested, and the Wisconsin Department of Transportation agreed, to shift the grant dollars allocated in the North 60th Street improvement project’s agreement from the signal portion of the agreement to the roadway improvement portion of the agreement; and

 

Whereas, The Wisconsin Department of Transportation has transmitted for our signature a revised project agreement, for the North 60th Street roadway improvement project, that shifts the grant dollars from the signal portion of the agreement to the roadway improvement portion of the agreement without degradation to the overall grant funding amount; and

 

Whereas, Construction funds for the improvement of North 60th Street from West Florist Avenue to West Mill Road will be set up in a separate resolution; now, therefore be it

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to execute the revised project agreement for the improvement of North 60th Street from West Florist Avenue to West Mill Road with updated construction costs; and, be it

 

Further Resolved, A copy of the revised project agreement is attached to this resolution file by reference as though set forth in full.
