Resolution to revise the Local Force Account Contract with the Wisconsin Department of Transportation relative to the cost participation of installing interim lighting, the installation of permanent lighting improvements and the removal of the interim lighting in the area bounded by North 13th Street to North Plankinton Avenue and West St. Paul Avenue to West Wells Street and adjoining streets in conjunction with Marquette Interchange reconstruction with an increase of $281,629.10 or 50% for a new total of $849,424.50 with 100% grantor funds.

Analysis

This resolution authorizes the Commissioner of Public Works and Comptroller to amend the agreement previously authorized by Common Council File Number 070711, which authorized the Commissioner of Public Works and the Comptroller to enter into a funding agreement with the Wisconsin Department of Transportation (WISDOT) for installation of interim lighting, the installation of permanent lighting improvements and the removal of the interim lighting in the area bounded by North 13th Street to North Plankinton Avenue and West St. Paul Avenue to West Wells Street and adjoining streets in conjunction with Marquette Interchange reconstruction, including the paving of West St. Paul Avenue from North 4th Street to North 8th Street in conjunction with the Transit Station Opening.  Due to an expansion of the project scope by WISDOT to include improvement of West St. Paul Avenue from North 8th Street to North 13th Street, North 3rd, 4th and 5th Streets from West Clybourn Street to West St. Paul Avenue and West Clybourn Street from North 2nd Street to North 6th Street as part of the Core Contract, the estimated costs for the street lighting improvements have risen $281,629.10 or 50% for a new total of $849,424.50, with 100% of the cost funded by WISDOT.

 

Body:

Whereas, The Common Council has previously approved file number 070711, which authorized the Commissioner of Public Works and the Comptroller to enter into a funding agreement with the Wisconsin Department of Transportation (WISDOT) for installation of interim lighting, the installation of permanent lighting improvements and the removal of the interim lighting in the area bounded by North 13th Street to North Plankinton Avenue and West St. Paul Avenue to West Wells Street and adjoining streets in conjunction with Marquette Interchange reconstruction; and

 

Whereas, The scope of the project has been expanded by WISDOT, to include improvements to West St. Paul Avenue from North 8th Street to North 13th Street, North 3rd, 4th and 5th Streets from West Clybourn Street to West St. Paul Avenue, and West Clybourn Street from North 2nd Street to North 6th Street as part of the Core Contract; and

 

Whereas, The total revised estimated cost is $849,424.50, an increase of $281,629.10 or 50% over the original estimated cost of $567,795.40, for the installation of interim lighting, the installation of permanent lighting improvements and the removal of the interim lighting; and

 

Whereas, One hundred percent of the participating project cost, or $849,424.50, is reimbursable from the WISDOT; and

 

Whereas, The increased costs for this project are greater than ten percent, of the previously authorized amount, which requires further approval by the Common Council; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to amend the funding agreement with WISDOT for the installation of interim lighting, the installation of permanent lighting improvements and the removal of the interim lighting in the area bounded by North 13th Street to North Plankinton Avenue and West St. Paul Avenue to West Wells Street and adjoining streets to include lighting improvements on West St. Paul Avenue from North 8th Street to North 13th Street, North 3rd, 4th and 5th Streets from West Clybourn Street to West St. Paul Avenue, and West Clybourn Street from North 2nd Street to North 6th Street in conjunction with Marquette Interchange reconstruction based on a predetermined estimate a copy of which is attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it

 

Further Resolved, That upon approval of this contract, the Commissioner of Public Works is directed to install interim lighting, permanent lighting improvements and the removal of the interim lighting in the area bounded by modifications to the pavings of West St. Paul Avenue from North 8th Street to North 13th Street, North 3rd, 4th and 5th Streets from West Clybourn Street to West St. Paul Avenue, and West Clybourn Street from North 2nd Street to North 6th Street in conjunction with Marquette Interchange reconstruction; and, be it

 

Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to transfer to these accounts the additional amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:
