Title

Resolution reclassifying certain ARPA programs as revenue replacement.

Analysis

This resolution authorizes the Department of Administration to reclassify previously allocated portions of the City’s American Rescue Plan Act (ARPA) funding as “revenue replacement” to insure maximum compliance with the U.S. Department of Treasury’s ARPA regulations.

Body

Whereas, the Common Council has allocated portions of the City’s ARPA funding to various projects since the passage of the American Rescue Plan Act in March, 2021; and

 

Whereas, the guidance from Treasury has evolved over that time, as has the City’s assessment of the portion of its ARPA allocation that may be designated as “revenue replacement” and the City’s understanding of the requirements of its various ARPA-funded programs; and

 

Whereas, funds designated as “revenue replacement” are not subject to certain restrictions of the federal uniform guidance and Treasury guidance that apply to ARPA funds that are not designated as “revenue replacement,” and may generally be used for programs and expenses for which the City would ordinarily expend its general funds; and

 

Whereas, in Resolution Number 221315 the Common Council approved the reclassification of certain projects as revenue loss; and

 

Whereas, City staff have completed a second review of ARPA programs and have identified additional programs as warranting reclassification; and

 

Whereas, reclassifying certain ARPA allocations as “revenue replacement” funds will insure maximum compliance with the Treasury’s ARPA regulations; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration, Budget and Management Division or other appropriate department is authorized to reclassify certain ARPA funds as set forth in Exhibit A to this resolution; and, be it

 

Further Resolved, That the City Comptroller is authorized to establish and adjust the necessary accounts and accounting procedures and to take all other necessary actions to carry out the intent of this resolution.
