Analysis
This resolution authorizes and directs the Commissioner of Public Works to execute a Project Agreement with the Wisconsin Department of Transportation (WISDOT) to program the rehabilitation work on the North Farwell Avenue (STH 32) Bridge over the Milwaukee County Bike Trail with Federal and/or State Aid. The construction work is estimated at $315,000, which is eligible for 100% Federal and/or State aid. The preliminary engineering work is estimated at $72,000, of which the City is responsible for 25%, or $18,000. This resolution also authorizes the City Comptroller to transfer funds and establish the necessary accounts for the preliminary engineering.

Whereas, The rehabilitation of the North Farwell Avenue (STH 32) Bridge over the Milwaukee County Bike Trail is included on the City's Long-Range Major Street Improvement Program; and
Whereas, The rehabilitation project is eligible for 100% Federal and/or State aid for construction and 75% Federal and/or State aid for preliminary engineering; and
Whereas, We have requested and received a Project Agreement from the Wisconsin Department of Transportation (WISDOT) for City execution; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized and directed to execute a Project Agreement with the WISDOT for the programming and construction for the rehabilitation of the North Farwell Avenue (STH 32) Bridge over the Milwaukee County Bike Trail with Federal and/or State aid under the State Trunk Highway Improvement Program, a copy of which is attached to Common Council File Number 021578, and is incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That the Commissioner of Public Works is hereby authorized and directed to undertake or engage a consultant to undertake the preliminary engineering for the improvement of the aforementioned project and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for preliminary engineering for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:

Further Resolved, That the City Engineer is hereby authorized and directed to approve and make periodic payments to the WISDOT upon receipt of invoices for the City's share of costs for the above project.
