Substitute resolution approving construction of nonassessable public improvements at various locations and appropriating funds for these purposes with the City construction cost estimated to be $1,691,000 for a total estimated cost of these projects being $1,808,000; and, rescinding authority for construction of nonassessable public improvements at various locations with appropriated funds remaining for these purposes estimated to be $45,000.
Analysis
This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works. The City cost of the projects approved by this resolution is estimated to be $1,691,000. The total estimated cost of these projects is $1,808,000. The City funds remaining for projects canceled by this resolution is estimated to be $45,000.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and
Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:
4th Aldermanic District
N. 25th St. - W. St. Paul Ave. to W. Clybourn St. (WT410091015) File Number 101172: Relay and lining of water main. (Nonassessable Water Fund Budget Line 5010 -- $8,000; Nonassessable Water Fund Budget Line 6410 -- $422,000). The total estimated cost for this project including the requested amount is $475,000. This project is anticipated to be completed during the 2012 construction season.

W. Cottage Pl. - N. 13th St. to N. 14th St. (SM495100200) File Number 100723: Relay combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $89,000). The total estimated cost for this project including the requested amount is $104,000. This project is anticipated to be completed during the 2011 construction season.
N. 6th St. - W. Capitol Dr. to W. Fiebrantz Ave. (SM495100151) File Number 100960: Relay sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $182,000). The total estimated cost for this project including the requested amount is $197,000. This project is anticipated to be completed during the 2011 construction season.
N. 14th St. - W. Concordia Ave. to 460 feet m/l north of W. Concordia Ave. (SM495100196) File Number 100723: Relay combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $143,000). The total estimated cost for this project including the requested amount is $158,000. This project is anticipated to be completed during the 2011 construction season.

S. 36th St. - 150 feet m/l south of W. Burnham St. to W. Rogers St. (SM495110034) File Number 101543: Relay storm sewer. (Nonassessable Sewer Maintenance Relay Fund -- $97,000). The total estimated cost for this project including the requested amount is $109,000. This project is anticipated to be completed during the 2011 construction season.
13th Aldermanic District
Area bounded by W. Layton Ave., W. Edgerton Ave., S. 20th St., and S. 27th St. (#18) (SM494100110) File Number 100960: Sanitary sewer lining. (Infiltration/Inflow Reduction Fund -- $750,000). The total estimated cost for this project including the requested amount is $765,000. This project is anticipated to be completed during the 2011 construction season.

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it
Further Resolved, That installation and construction has been canceled for the following described improvements:

E. North Ave. - 275 feet east of N. Humboldt Ave. to N. Commerce St. (WT410071091) File Number 061289: Water main extension. (Nonassessable Water Fund - Remaining balance estimated to be $15,000).
E. North Ave. - N. Oakland Ave. to N. Prospect Ave. (WT410061062) File Number 060137: Joint Seal. (Nonassessable Water Fund - Remaining balance estimated to be $15,000).
11th Aldermanic District
W. Howard Ave. - S. 56th St. to 145 feet east of S. 58th St. (WT410081417) File Number 080125: Relay water main. (Nonassessable Water Fund - Remaining balance estimated to be $15,000).

Further Resolved, That the Department of Public Works cancel the above described work and that use of funds remaining is rescinded for said work; and, be it
Further Resolved, That the City Comptroller is authorized and directed to rescind transfer of remaining funds available for this purpose to the appropriate Capital Project/Grant accounts.
