Title

Substitute resolution approving a 2005-2007 Resource Library Agreement Between the City of Milwaukee (CITY), the Milwaukee Public Library (MPL) and the Milwaukee County Federated Library System (SYSTEM).

Analysis

This substitute resolution authorizes the proper CITY officers and MPL to enter into a Resource Library Agreement relative to providing library services to Milwaukee County residents.

Body

Whereas, The Milwaukee County Federated Library System was established to facilitate the orderly and efficient operation of cooperative library services throughout Milwaukee County; and

 

Whereas, The SYSTEM is required by Chapter 43 of Wisconsin Statutes to designate a Resource Library to provide backup reference, information and interlibrary loan services, including the development of and access to specialized collections, as evidenced by a written agreement with that library; and

 

Whereas, MPL has been a member of the SYSTEM since its formation in 1973; and

 

Whereas, The CITY and MPL have previously entered into agreement with the SYSTEM relative to MPL's designation as Resource Library for the SYSTEM and compensation for services provided; and

 

Whereas, The negotiated payment is less than previous agreements due to SYSTEM financial difficulties; and

 

Whereas, The CITY and MPL are willing to continue to extend Resource Library services  although the negotiated payment does not fully reflect the cost for the CITY and MPL to provide these services; and

 

Whereas, It is still beneficial to the CITY and MPL to enter into the 2005-2007 Resource Library Agreement with the SYSTEM; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the MPL and the proper CITY officers are hereby authorized to enter into the 2005-2007 Resource Library Agreement by the City Attorney's Office.
