Title
Substitute resolution authorizing acceptance and funding of a 2012 Assistance to Firefighters Grant from the U.S. Department of Homeland Security - Federal Emergency Management Agency by the Fire Department.
Analysis
This resolution authorizes the Fire Department to accept and expend a 2012 Assistance to Firefighters Grant from the U.S. Department of Homeland Security - Federal Emergency Management Agency in the amount of $354,457, with a grantor share of $283,566 and a City share of $70,891. The purpose of this project is to provide an annual occupational physical examination for City firefighters that will comply will NFPA-1582 standards, with a goal of reducing morbidity and mortality and increasing wellness and safety of the firefighters.
Body
Whereas, On January 6, 2012, the Common Council adopted Resolution File Number 120273, authorizing the Fire Department to apply for grant funds from the Department of Homeland Security - Federal Emergency Management Agency Assistance to Firefighters Grant for the implementation of a fitness and wellness program for the Fire Department; and
Whereas, Pursuant to the Catalog of Federal Domestic Assistance Program 97.044, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Homeland Security - Federal Emergency Management Agency for a 2012 Assistance to Firefighters Grant; and
Whereas, This grant will augment the Fire Department's fitness and wellness program by providing an annual occupational physical examination for City firefighters; and
Whereas, This annual occupational physical examination will comply will NFPA-1582 standards, with a goal of reducing mortality and increasing wellness and safety of City firefighters; and
Whereas, The Fire Department will use funds budgeted for NFPA-1582 physicals for members of the department's special teams, resulting in all firefighters in the department taking part in the annual physical examinations; and
Whereas, The operation of this grant from September 14, 2012 to September 13, 2013 would cost $354,457, of which $283,566 (80%) would be provided by the grantor, and $70,891 (20%) would be provided by the City; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Fire Department is authorized to accept and expend a 2012 Assistance to Firefighters Grant from the U.S. Department of Homeland Security - Federal Emergency Management Agency grant without further approval unless the terms of the grant change as indicated in s. 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2012 Special Revenue - Grant and Aid Projects, the following amount for the program titled:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement.
3. Establish the necessary City Share Project Values.

Further Resolved, That these funds are budgeted for the Fire Department, which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date.
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
