Title

A substitute ordinance to further amend the 2020 rates of pay of offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Department of Administration, Comptroller, Election Commission, Fire Department, Health Department, Police Department

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 190613 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 1IX, delete the title of “Auditing Manager (6)(13)” and add the title of “Audit Manger (6)(13)”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 190613 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 16, 2020 - July 26, 2020):

 

Under Pay Range 1EX, add the title of “Election Services Business Systems Coordinator”.

 

Under Pay Range 1HX, delete the title of “Election Services Manager” and add the title of “Election Commission - Deputy Director”.

 

Part 3.  Part 1, Section 2 of ordinance File Number 190613 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 2FX, add the title of “Creative Design and Brand Specialist”.

 

Under Pay Range 2HX, add the title of “Auditor Lead”.

 

Part 4.  Part 1, Section 2 of ordinance File Number 190613 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 16, 2020 - July 26, 2020):

 

Under Pay Range 2FN, delete the title of “Election Services Office Administrator”.

 

Part 5.  Part 1, Section 5 of ordinance File Number 190613 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 5IN, delete the current footnote “(12)” and replace to read as follows:

 

“(12)                      Recruitment is at the minimum of the following range for Emergency Communications Operator and Fire Dispatcher. Appointment may be at any rate in the range based upon related emergency communications experience and credentials with the approval of Employee Relations. An employee who receives a satisfactory performance assessment at the six-month point of the probationary period will be paid at the second increment. An employee who passes the 18-month probation period will be paid at the third increment.

Part 6.  Part 1, Section 9 of ordinance File Number 190613 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 9AN, replace the language “Wage Rate:” with “Rate:” prior to the rate table,  add footnote designation “(2)” to the title of “Election Inspector (1)” and create footnote “(2)” to read as follows:

 

“(2)                      Election Inspectors to be paid an additional $100 per day for the August 11, 2020 and November 3, 2020 elections per the Center for Tech and Civic Life grant for planning and implementing a safe and secure election administration in the City of Milwaukee in accordance with the Wisconsin Safe Voting Plan 2020.”

 

Under Pay Range 9DN, add footnote designation “(2)” to the title of “Chief Inspector (1)” and create footnote “(2)” to read as follows:

 

“(2)                      Chief Inspectors to be paid an additional $100 per day for the August 11, 2020 and November 3, 2020 elections per the Center for Tech and Civic Life grant for planning and implementing a safe and secure election administration in the City of Milwaukee in accordance with the Wisconsin Safe Voting Plan 2020.”

 

Under Pay Range 9RN, delete the title of “Temporary Disease Intervention Specialist Coordinator (1)(2)”; add the title of “Temporary Disease Intervention Specialist Coordinator (1)(6)”; add, replace, or amend the following footnotes to read as follows:

 

“(6)                     Recruitment at any point in the range with DER approval.”

 

Part 7.  Part 1, Section 9 of ordinance File Number 190613 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 16, 2020 - July 26, 2020):

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 10.  This ordinance will take effect and be in force from and after its passage and publication.
