Analysis:
This resolution authorizes application, acceptance and expenditure of an Edward Byrne Memorial Justice Assistance Grant from the U.S. Department of Justice-Bureau of Justice Assistance, through the Milwaukee County Department of Administrative Services.
Body:
Whereas, Under the terms of CFDA #16.738, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Bureau of Justice Assistance, through the Milwaukee County Department of Administrative Services, for a 2008 Edward Byrne Memorial Justice Assistance Grant; and
Whereas, The purpose of this grant is to purchase Traffic and Criminal Software (TraCS) and Mobile Digital Video Recorders (MDVR); and
Whereas, The operation of this grant program from October 1, 2008 to September 30, 2012 would cost $216,275, of which 100% would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2008 Special Revenue-Grant and Aid Projects, the following amount for the program titled: 2008 Edward Byrne Memorial Justice Assistance Grant

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
