Title
Resolution approving the boundary for the Avenues West Redevelopment Project Area and directing the Redevelopment Authority of the City of Milwaukee to prepare a Redevelopment Plan for said Area.
Analysis
Adoption of this resolution by at least a two-thirds vote of the Common Council will permit the Redevelopment Authority to develop and establish a Redevelopment Plan in the area located generally on the east and west sides of North 28th Street, south of West Highland Boulevard, west of North 23rd Street and north of West Clybourn street.
Body
Whereas, Preliminary analysis by the Department of City Development (“DCD”) indicated the existence of physical and economic blight that cannot be eliminated through the normal exercise of the regular powers of the City of Milwaukee in the area located generally on the east and west sides of North 28th Street, south of West Highland Boulevard, west of North 23rd Street and north of West Clybourn Street; and
Whereas, As a first step in the exercise of the powers granted and for the acquisition, disposition, repair and rehabilitation of real property in a project area, Section 66.1333, Wisconsin Statutes, requires that the Redevelopment Authority of the City of Milwaukee (“Authority”) designate the boundary of a proposed redevelopment project area to ascertain the names of the owners of record of the real property within such project area which are to be given official public notice and also to submit such boundary to the Common Council for approval and for a declaration that such area is a blighted area in need of blight elimination, repair and rehabilitation of buildings, and an urban renewal project; and
Whereas, On December 15, 2005, the Authority designated the boundary for the Avenues West Redevelopment Project Area and declared such area to be a blighted area in need of a Redevelopment Plan (“Plan”) as required by Wisconsin Statutes; and
Whereas, Pursuant to Wisconsin Statutes and as a condition precedent to establishing a Plan, the Authority submits herewith a Boundary Map and a Legal Description of the Avenues West Redevelopment Project Area, copies of which are attached to this Common Council File; and
Whereas, Upon Common Council approval of the Project Area boundary, DCD is requested to undertake surveys and to prepare a Plan for this area and to submit such Plan, respectively, to the Authority for public hearing and approval and to the Common Council as may be required by Wisconsin Statutes; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the boundary for the Avenues West Redevelopment Project Area is approved; and, be it
Further Resolved, That the Authority is directed to prepare a Redevelopment Plan for the Avenues West Redevelopment Project Area.
