Title
Resolution authorizing the Department of Administration to accept and expend a 2024 Presidential Candidate Nominating Convention grant from the United States Department of Justice to provide security and related services for the 2024 Republican National Convention.
Analysis
This resolution authorizes the Department of Administration to accept and expend grant award funds from the Department of Justice and/or the Department of Homeland Security for the 2024 Republican National Convention.
Body
Whereas, The Common Council adopted File Number 220058, a resolution approving the framework agreement (“Framework Agreement”) between the City of Milwaukee, the Host Committee, and the Republican National Committee (“RNC”) relating to the hosting of the 2024 Republic National Convention (“Convention”); and
Whereas, Under the terms of the Framework Agreement, the City is required to, among other things, provide security services as necessary for the Convention in cooperation with the RNC, federal agencies such as the Secret Service and other law enforcement and firefighting agencies; and
Whereas, Federal grants are expected to pay the costs of the security services needed for the Convention; and
Whereas, The City shall apply for all state and federal grants available to pay for the costs of securing the 2024 Republican National Convention; and
Whereas, The City expects the operation of the federal security grant from approximately 10/01/2023 to 12/31/2024 or later would cost up to $75,000,000 of which 100% would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration is authorized to accept and expend grant awards and other funding relating to the 2024 Republican National Convention, including, but not limited to, applicable grants from the Department of Justice and/or Homeland Security up to $75,000,000 without further approval unless the terms of the grants change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to
1. Commit funds within the Project/Grant Parent of the 2023 Special Revenue - Grant and Aid Projects Fund, the following amount for the project titled “Republican National Convention”:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels and budget against these Project/Grant values the amount required under applicable grants;
3. Establish the necessary City Share Project values; and, be it
Further Resolved, That these funds are budgeted for the Department of Administration, Police Department, Fire Department, and City Comptroller, and other departments and agencies as appropriate, which are authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the grant budget funds for specific items of equipment; and
3. Expend from the grant budget for training and out-of-town travel by departmental staff; and
4. Enter into contracts, subcontracts and leases as required including but not limited to subaward agreements with the State of Wisconsin - Division of Emergency Management and assisting police and fire jurisdictions for the provision of law enforcement and emergency response services.
