Substitute resolution amending Common Council File 940356 relative to application, acceptance and funding of the HUD Lead Based Paint Abatement Grant.
ANLS:
This resolution amends Common Council File 940356 relative to the HUD Lead Based Paint Abatement Grant. The purpose of the grant is to evaluate various lead abatement methods.
BODY:
Whereas, Common Council File 940356 authorized the Health Department to apply for, accept and fund the HUD Lead Based Paint Abatement Grant from the U.S. Department of Housing and Urban Development through the State of Wisconsin Department of Administration for the purpose of evaluating various lead abatement methods. This grant provided for a Grantor share total of $1,571,168 and a City share total of $588,213; and
Whereas, The Grantor share for this program is increased by $218,162; the in-kind City share remains the same; and the total cost is increased by $218,162; and
Whereas, the grant period has been revised to six years from 09/01/93 to 06/30/99; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Department of Administration is authorized and the Health Department shall accept such a grant without further Common Council approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled HUD Lead Based Paint Abatement Grant:

Further Resolved, That these funds are appropriated to the Health Department which is authorized to:
1. Expend from the amount appropriated for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 1998 grant budget funds for specified items of equipment;
3. Expend from the 1998 grant budget funds for training and out-of-town travel by departmental staff; and, be it
Further Resolved, That all standard resolved clauses articulated in Common Council File remain applicable.
