Title
Resolution approving the submission to the U.S. Department of Housing and Urban Development of the Housing Authority of the City of Milwaukee’s 2026 PHA Annual Plan, which includes the Admissions and Continued Occupancy Policy, the Section 8 Administrative Plan, and all other associated documents.

Body
WHEREAS, each year the Housing Authority of the City of Milwaukee (HACM) is required to submit a PHA Annual Plan to the U.S. Department of Housing and Urban Development (HUD) which includes the PHA Annual Plan form (HUD-50075-ST), the Admissions and Continued Occupancy Policy (ACOP), the Section 8 Administrative Plan, required HUD certifications and other documents referred to in the plan; and
WHEREAS, the PHA Annual Plan is prepared in accordance with a required template from HUD that sets forth the HACM’s goals and objectives, policies, and the resources anticipated to be available to support its Public Housing and Section 8 Voucher Program operations and related services for the next fiscal year; and
WHEREAS, the 2026 PHA Annual Plan goals include but are not limited to: optimizing HACM’s organizational structure and procedures to attain resiliency and sustainability, maintaining optimal occupancy rates for HACM’s public and affordable housing developments and optimal utilization rates for the Housing Choice Voucher program while improving the HUD scoring for each program as HUD funding allows, reviewing portfolio repositioning tools to preserve and improve existing housing resources, and enhancing resident quality of life and self-sufficiency opportunities; and
WHEREAS, the Resident Advisory Board (RAB) reviewed drafts of the 2026 PHA Annual Plan, the ACOP, and the Section 8 Administrative Plan, and provided feedback and recommendations at their meetings on July 16th 2025, July 22nd 2025, and July 24th 2025; and
WHEREAS, HACM has considered the comments and recommendations from the RAB and residents and has attached those comments along with HACM’s responses to those comments and will include them in the submission of the documents to HUD; and
WHEREAS, HACM, as required, has also solicited written comments from the public and was required to conduct a public hearing, which took place September 10, 2025; and
WHEREAS, HACM received one written public comment and one in-person public comment and has considered those comments and recommendations, and will include those comments along with HACM’s responses to those comments in the submission of the documents to HUD; and
WHEREAS, the Secretary-Executive Director recommends that HACM’s 2026 PHA Annual Plan, the ACOP, the Section 8 Administrative Plan, and any other required attachments be approved and electronically transmitted to HUD before October 18, 2025 in order to comply with the HUD prescribed due date; now, therefore, be it
RESOLVED, that HACM’s proposed 2026 PHA Annual Plan, the Admissions and Continued Occupancy Policy (ACOP), the Section 8 Administrative Plan, and any other required attachments be and are hereby approved; and be it
FURTHER RESOLVED, that the Secretary-Executive Director is hereby authorized to electronically transmit HACM’s 2026 PHA Annual Plan, the ACOP, the Section 8 Administrative Plan, and any other required attachments to HUD by the required due date.
