Analysis
This resolution authorizes City officials to issue an occupancy permit to Michels Pipeline Construction allowing Michels to close West Hopkins Street between North 27th and North 31st Streets and North 31st Street between West Hopkins Street and West Capitol Drive.  Michels will be undertaking sewer improvements for the Milwaukee Metropolitan Sewerage District in the affected street and the nature of those improvements could prove hazardous to motorists.  The street would be closed from early May until around November 1st.  Even though the street segments will be closed to through traffic, local access for Tower Automotive will be allowed.

Whereas, Michels Pipeline Construction under contract with the Milwaukee Metropolitan Sewerage District will be making improvements to the near surface collector sewer in West Hopkins Street south of West Capitol Drive; and
 
Whereas, Part of the project involves sinking a shaft into the middle of West Hopkins Street; and
 
Whereas, This work could be dangerous for motorists if traffic were allowed to drive past the construction location; and
 
Whereas, The safest and most efficient way to accomplish the required work is to close the street in the vicinity of the construction activity; and
 
Whereas, The most logical limits of the street closure are North 31st Street from West Capitol Drive to West Hopkins Street and West Hopkins Street from North 31st Street to North 27th Street; and
 
Whereas, Tower Automotive is located on the west side of West Hopkins Street and has access to its property from there; and
 
Whereas, Any closure of the streets in question will be for through traffic only and local access to Tower Automotive will not be restricted; and
 
Whereas, The Commissioner of Public Works may approve temporary occupancy of up to one-third of public rights-of-way while temporary use beyond that point must be approved by the Common Council; and
 
Whereas, The Department of Public Works and Michels Pipeline Construction will work to minimize the time the affected street segments are closed to through traffic; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the appropriate City Officials are hereby authorized to issue a permit to Michels Pipeline Construction allowing occupancy of West Hopkins Street between North 27th Street and North 31st Street and occupancy of North 31st Street between West Hopkins Street and West Capitol Drive for approximately a 6-month period beginning in May and ending in November of 2004; and, be it
 
Further Resolved, That any occupancy permit issued under the authority of subject resolution provide for continued and ongoing access to Tower Automotive.
