Title

A substitute ordinance to further amend the 2016 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes positions in the following departments:

Department of Administration, Department of Employee Relations, Fire and Police Commission, Fire Department, Health Department, Municipal Court, Department of Public Works, Police Department

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Section 1 of ordinance File Number 150505 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Fire and Police Commission, Homeland Security”, amend footnote “(C)” to read as follows: “(C) Homeland Security/UASI Planning Position Grant:  Position authority to expire 12/31/2016 unless the Homeland Security/UASI Planning Grant is extended.”

 

Under “Fire Department, Operations Bureau Decision Unit, Firefighter/Paramedic Service”, add one position of “Fire Lieutenant” and delete one position of “Fire Paramedic Field Lieutenant”.

 

Under “Police Department”, add footnote “(Q)” and amend footnotes “(K)”, “(N)” and “(S)” to read as follows:

 

“(Q) COPS Hiring Program (CHP) Grant.  15 grant funded police officer positions to expire

8/31/18 and maintained for a period of not less than 12-months following the end of the grant unless the grant is extended.”

 

“(K) High Intensity Drug Trafficking Area (HIDTA) Grant.  Position authority to expire if HIDTA funding and the HIDTA project are discontinued or until 12/31/16 unless the HIDTA grant is extended.”

 

“(N) Milwaukee Metropolitan Drug Enforcement Grant:  Position authority to expire 12/31/16, unless the Milwaukee Metropolitan Drug Enforcement Grant is extended.”

 

(S) State Beat Patrol Grant:  To expire 12/31/16 unless the State Beat Patrol Program Grant available from the State of Wisconsin, Office of Justice Assistance, is extended.”

 

Part 2.  Section 1 of ordinance File Number 150505 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2016 - December 20, 2015):

 

Under “Department of Public Works - Operations Division, Fleet Services Section”, add one position of “Communication Systems Manager”.

 

Part 3.  Section 1 of ordinance File Number 150505 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 8, 2016 - March 27, 2016):

 

Under “Department of Administration, Budget and Management Division, Auxiliary Personnel”, add one position of “Policy Planning Coordinator (B)”, add one position of “Budget & Policy Manager - Senior (B)”, and add footnote “(B)” to read: “(B) Position authority to expire December 3, 2016.”

 

Under “Department of Employee Relations, Department of Employee Relations - Employee Benefits Division”, delete one position of “Employee Assistance Coordinator” and add one position of “Employee Assistance and Resource Coordinator”.

 

Under the “Health Department, Office of Violence Prevention”, delete one position of “Violence Reduction and Prevention Initiative Manager (X)(Y) and add one position of “Violence Reduction and Prevention Program Director (X)(Y)”.

 

Under “Municipal Court, Court Services”, delete one position of “Court Services Assistant IV (A) and add one position of “Customer Services Representative III (A)”.

 

Under “Department of Public Works - Operations Division, Fleet Services Section”, delete one position of “Quality Assurance Coordinator (X)” and add one position of “Fleet Systems Manager (X)”.

 

Part 4.  Section 1 of ordinance File Number 150505 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 10, 2016 - April 24, 2016):

 

Under the “Health Department, Disease Control and Environmental Human Services Division, Sexually Transmitted Disease Clinic”, delete eight positions of “Communicable Disease Specialist (X)(B)(F)(BBB)”; add eight positions of “Disease Intervention Specialist (X)(B)(F)(BBB)”; replace footnote “(BBB)” as follows: 

 

“(BBB)  To expire 12/31/16 unless the Dual Protection Partnership Initiative from the State of Wisconsin Division of Public Health-Family Planning Program (DPH-FP) and the Family Planning Health Services, Inc. (FPHS, Inc.) is extended.  Funds one position of Disease Intervention Specialist (formerly Communicable Disease Specialist) and Nurse Practitioner in the STD Clinic.”

 

Part 5.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 6.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2016 (December 20, 2015).

 

Part 7.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 8, 2016 (March 27, 2016).

 

Part 8.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 10, 2016 (April 24, 2016).

 

The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.

 

Part 9.  This ordinance will take effect and be in force from and after its passage and publication.
