Title

Resolution creating a task force to study alcohol beverage establishments.

Analysis

This resolution creates a task force to examine acts of violence in and around alcohol beverage establishments in the City of Milwaukee, and make recommendations relating to the use of surveillance equipment in and around alcohol beverage establishments and licensee accountability for problem alcohol beverage establishments.

 

The task force shall present its findings and recommendations to the Common Council within 90 days of adoption of this resolution. Upon submission of the report, the task force shall automatically be dissolved.

Body

Whereas, Numerous acts of violence, including stabbings, shootings, and fights have occurred at various Milwaukee alcohol beverage establishments during hours of operation; and

 

Whereas, Alcohol beverage establishment operators and City officials are interested in reducing violent crime in and around alcohol beverage establishments; and

 

Whereas, It is desirable to create an alcohol beverage establishment task force to study the use of surveillance equipment in and around alcohol beverage establishments for the purposes of reducing acts of violence; and addressing licensee accountability for problem alcohol beverage establishments; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that an alcohol beverage task force is created composed of the following 15 members:

 

1.  One member of the Common Council, to be appointed by the Common Council President.

2.  A representative of the Milwaukee hotel industry, to be appointed by the Common Council President.

3.  One citizen member to be appointed by the Mayor.

4.  The Chair of the Common Council Licenses Committee.

5.  The City Attorney, or the City Attorney’s designee.

6.  The Commissioner of the Department of Neighborhood Services, or the commissioner’s designee.

7.  The Chief of Police, or the chief’s designee.

8.  The Manager of the City Clerk License Division, or the manager’s designee.

9.  The President of the Wisconsin Restaurant Association, or the president’s designee.

10.  The President of the Milwaukee Entertainment Association, or the president’s designee.

11.  The Southern Zone President of the Tavern League of Wisconsin, or the president’s designee.

12.  The 9th District Director of the Tavern League of Wisconsin, or the director’s designee.

13.  The President of the Great Lakes Beverage Association, or the president’s designee.

14.  The President of the North Water Street Association, or the president’s designee. 

15.  The President of the North Milwaukee Street Association, or the president’s designee.

 

; and, be it

 

Further Resolved, That the Common Council President shall designate the Chair of the alcohol beverage establishment task force; and, be it

 

Further Resolved, That the purpose of the task force shall be to present recommendations relating to:

 

a.  The use of surveillance equipment in and around alcohol beverage establishments.

b.   Licensee accountability for problem alcohol beverage establishments.

 

; and, be it

  

Further Resolved, That the City Clerk’s Office shall provide staff assistance; and, be it

 

Further Resolved, That all City departments are authorized and directed to provide assistance to this task force as needed; and, be it

 

Further Resolved, That the task force shall submit a report of its findings and recommendations to the Common Council within 90 days, and, upon submission of the report, the task force shall automatically be dissolved.
