Resolution authorizing expenditures of $314,200 for 2003 and 2004 relative to the Milwaukee AIDS Initiative. (Health Department)
Analysis
This resolution authorizes expenditures from a special purpose account relative to the Milwaukee AIDS Initiative.
Body
Whereas, The 2003 City of Milwaukee budget includes an AIDS Initiative Special Purpose Account of $314,200 and assumes the same level of funding in the year 2004; and
Whereas, The City of Milwaukee budget included a footnote expressing the intent of the Common Council that no expenditures be made from the AIDS initiative special purpose account (Fund 0001, Subclass S102) until the following has been done:
1. An expenditure plan is submitted to the Common Council for the following agencies and amounts: AIDS Resource Center of Wisconsin - HERR ($41,300); Milwaukee LGBT Center ($50,000); AIDS Resource Center of Wisconsin - IDU ($60,000); The Counseling Center of Milwaukee ($52,000): Latino Health Organization ($52,000); House of Infiniti ($58,900); and the same levels of funding for each agency are assumed for the year 2004.
2. The expenditure plan details services to be provided and program evaluation criteria and the Health Department comments to the appropriate standing committee regarding the services and program evaluation plans.
3. The expenditure plan is approved by the Common Council;
and
Whereas, The Health Department has furnished the Common Council with the required expenditure plan for the years 2003 and 2004, including all specified information, for the following agencies: AIDS Resource Center of Wisconsin - HERR; Milwaukee LGBT Center; AIDS Resource Center of Wisconsin - IDU; The Counseling Center of Milwaukee: Latino Health Organization; House of Infiniti; and are attached to this file; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Common Council accepts and approves the expenditure plans, attached to this file for AIDS Resource Center of Wisconsin - HERR; Milwaukee LGBT Center; AIDS Resource Center of Wisconsin - IDU; The Counseling Center of Milwaukee: Latino Health Organization; House of Infiniti; which detail services to be provided and program evaluation criteria; and, be it
Further Resolved, That the Common Council directs the release of the $314,200 in the 2003 City budget special purpose account for AIDS initiative (Fund 0001 Subclass S102) for the year 2003; and $314,200 in the year 2004 City budget assuming an equal amount of funds are appropriated; and, be it
Further Resolved, That the $314,200 in the 2003 City budget special purpose account for AIDS initiative (Fund 0001, Subclass S102) shall be deemed appropriated to the Health Department for the specific municipal public purpose intended in the budget, and for no other departmental purpose.
