Resolution relative to application, acceptance and funding of the Alcohol-related STD/HIV Risk Counseling Grant. (Health Department)
Analysis
This resolution authorizes the Health Department to apply for, to accept and fund the Alcohol-related STD/HIV Risk Counseling Grant project from the Medical College of Wisconsin in the amount of $72,100. The purpose of the project will be to compare routine sexually transmitted disease and HIV prevention counseling with an enhanced form of counseling specifically designed for people with alcohol-use disorders.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Medical College of Wisconsin to compare routine sexually transmitted disease and HIV prevention counseling with an enhanced form of counseling specifically designed for people with alcohol-use disorders; and
Whereas, The operation of this grant project from 09/01/03 to 08/31/04 would cost $72,100 provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Medical College of Wisconsin is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2003 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Alcohol-related STD/HIV Risk Counseling Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and, be it
Further Resolved, That the Common Council directs that the 2003 Positions Ordinance C.C. File Number 020487, should be amended as follows:

Amend footnote (S) as follows:
To expire 08/31/04 unless the Alcohol-related STD/HIV Risk Counseling Grant, available from the Medical College of Wisconsin is extended. Nurse Practitioner position is partially funded by the STD/HIV Prevention Training Grant.
