Title

Substitute resolution authorizing the terms of a job training program, Human Resource Development Program, Phase 1, in conjunction with The North End development within Tax Incremental District No. 48 (Park East), in the 3rd Aldermanic District.

Analysis

This substitute resolution authorizes the terms of an agreement, including $250,000 in costs within Tax Incremental District No. 48 for Phase 1 of a Human Resource Development Program to be conducted by the Developer, USL Land LLC, in conjunction with the construction of the private development, known as The North End.

Body

Whereas, The Common Council of the City of Milwaukee (“Common Council”) approved the creation of Tax Incremental District No. 48 (“TID No. 48” or “TID”) on March 5, 2002, via File No. 011182 and amended such TID on May 3, 2005, via File No. 041514; and

 

Whereas, The Common Council, via File No. 061021, approved the terms of a Riverwalk Development Agreement for The North End project including a $500,000 allocation for job training within the project area; and

 

Whereas, Since the adoption of File No. 061021, the Developer has been working closely with the Department of City Development, the Department of Administration, Alderman Joe Davis, the Hispanic Chamber of Commerce and the African American Chamber of Commerce to develop a proposed program to grow business capacity in various EBE firms; and

 

Whereas, Such proposed program was presented to the Zoning, Neighborhoods and Development Committee on November 28, 2006 at which time a few aldermen voiced the need for a job training component and requested further clarification on the consultants’ roles and fees associated with the proposed program; and

 

Whereas, Since that time, the Developer, the Mayor’s office, the Department of City Development and the Department of Administration have been working to establish a template for future job training, the Human Resource Development Program (“Program”), using TID funds, to limit the scope and funding for the proposed business capacity program in association with The North End development to only Phase 1 of a two-phase program and to clarify the roles and fees of the consultants involved in the proposed Phase 1 Program; and

 

Whereas, It has been determined that the Department of Administration, EBE office, will provide guidance, as needed, to the Developer and will monitor the Program including reviewing and approving all invoices; and

 

Whereas, It is the intent that Phase 2 of this Program will comply with the future template that is now being established by the Mayor’s office; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Term Sheet for said Human Resource Development Program, Phase 1, a copy of which is attached to this Common Council File, is approved as well as authorization of up to $250,000 to pay for the costs of the Program; and, be it

 

Further Resolved, That the Commissioner of the Department of City Development is directed to enter into contracts and agreements necessary to carryout said improvements and the Department of Administration is directed to provide guidance, oversee and manage said Phase 1 Program in conjunction with the Department of City Development’s Project Manager for The North End development.
