Title

Resolution relating to the application, acceptance, and funding of an Urban Parks and Recreation Recovery Program (UPARR) Grant for children's play area rehabilitation. (Buildings & Fleet Division)

Analysis

This resolution would authorize the Department of Public Works – Buildings and Fleet Division to apply for and accept an Urban Parks and Recreation Recovery Program Rehabilitation Grant to reconstruct two children's play areas which are in deteriorated condition.

 

Body

Whereas, Under the terms of the Urban Parks and Recreation Recovery Program, the City of Milwaukee appears to be eligible for grant funds (CFDA #15.919) from the United States Department of the Interior, National Park Service; and

 

Whereas, It would appear that City involvement in this grant and aid program would result in the following benefits to the City:

 

Renovation of the Green Bay Playfield, Reservoir Park, and the Sixteenth and Hopkins children's play areas to correct deteriorated conditions and meet existing safety and ADA accessibility standards;

 

Securing of financial assistance to preserve valuable recreational facilities in high-density, lower income areas; and

 

Whereas, The operation of the grant would be from September, 2001, to September, 2003, and would cost $233,700, of which $70,110 (30%) would be provided by the City and $163,590 (70%) would be provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the National Park Service is authorized and the Department of Public Works – Buildings and Fleet Division shall accept these grants without further approval unless the terms of the grants change as indicated in Common Council File 940843 (Grant Ordinance); and be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Capital Project/Grant Parent Account of the 2001 Special revenue Grant and Aids Projects, fund the following amounts for the project/program titled Urban Parks and Recreation Recovery Rehabilitation Grant Program:

1.  Create a Special Revenue Fund – Grant and Aid Projects and the necessary Project/Grant Chartfield Values at the Project, Segment, Phase and/or Activity Levels; and to budget to the Project, Segment, Phase or Activity Level the amount required under the grant agreements;

 

2.  Establish the necessary City share Project Values;

 

and, be it

 

Further Resolved, That these funds are appropriated to the Department of Public Works – Buildings and Fleet Division which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it

 

Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10 percent and such transfers are in accordance with grantor regulations; and be it

 

Further Resolved, That the Commissioner of the Department of Public Works, on behalf of the City, be authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and Grant and Aid Guidelines for awarding such contracts; and, be it

 

Further Resolved, That the funds for the $70,110 local share of the expenditure shall be authorized in a future borrowing resolution in accordance with procedures set forth by the Public Debt Commission.
