Title
A resolution directing the Department of City Development to update the West Side Area Plan Update, part of the City of Milwaukee’s Overall Comprehensive Plan, in the 2nd, 5th, 7th, 10th, and 15th Aldermanic Districts, and authorizing a transfer of funds from the Capital Improvements Advance Planning Fund to a subaccount for the West Side Area Plan Comprehensive Plan Update.
Body
Whereas, Section 66.1001, Wisconsin Statutes, requires that all cities adopt a comprehensive plan and specifies that comprehensive plans shall be updated no less than once every 10 years; and
Whereas, On December 14, 2009 the Common Council of the City of Milwaukee (“Common Council”) adopted Common Council File No. 090849, approving the West Side Area Comprehensive Plan (“Plan”) as an element of the Comprehensive Plan of the City of Milwaukee; and
Whereas, The City’s procedures for comprehensive planning call for the creation of plan updates based on emerging land use issues, encourage common understanding and coordination among levels of government and private interests, and facilitate implementation of the Plan with multiple opportunities for resident and stakeholder input; and
Whereas, The West Side Area Plan Update will include recommendations related to land use, multimodal transportation investments, improvements to public spaces, housing needs, economic development, and sustainability to guide decision-making by City departments, the Common Council, and other stakeholders; and
Whereas, The West Side Area Plan planning area is generally bound by Bluemound Road and the Veterans Affairs campus to the south; the City of Wauwatosa and 92nd Street to the west; Silver Spring Drive to the north; and varying boundaries to the east that include WIS 175, 36th Street, Lisbon Ave, 51st Street, and 60th Street; and
Whereas, Pursuant to the update and amendment procedure for comprehensive planning adopted by Common Council File No. 161076, the planning process will involve extensive community engagement and public participation; and
Whereas, Public participation in the planning process is critical to ensure that the Plan reflects the goals of the local community and considers issues identified by key stakeholder groups; and
Whereas, The preparation of the Plan will require technical assistance from outside consultants and funding to support community engagement and other expenditures that will be required to carry out
the planning process; and
Whereas, The current unencumbered balances in the Capital Improvements Advance Planning Fund cannot be expended unless they are transferred to a specific subaccount; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development is hereby directed to develop a West Side Area Plan Update; and, be it
Further Resolved, That the City Comptroller is directed to transfer the amount of $25,000 from the Capital Improvements Advance Planning Fund Account No. UR01223000A, and $105,000 from the Capital Improvements Advance Planning Fund Account No. UR01224000A to be allocated to the West Side Area Plan Update Subaccount No. UR01280162; and, be it
Further Resolved, That the Department of City Development is directed to enter into such contracts and agreements as necessary to develop the West Side Area Plan Update.
